Research On Grid Supervision Of Environmental Protection

Since the 18 th national congress of the communist party of China(CPC)brought ecological progress into the "five-pronged overall plan" at a strategic and historical level,the state of China’s ecological environment has been greatly improved,and the new concept of green development has gained popular support.At the same time,the public is paying more and more attention to the government’s ecological and environmental governance and pollution prevention and control,and putting forward higher and higher requirements for the effectiveness of ecological and environmental governance.The government is under increasing pressure to carry out pollution prevention and control.In the process of ecological environment governance,how to establish a long-term governance mechanism to strengthen the accurate monitoring and dynamic supervision of urban ecological environment has become an important task for governments at all levels to carry out ecological environment governance.In the process of continuous reform and innovation of social public management methods,grid management has been applied more and more.Changing regulations and environmental protection of the grid is based on certain information technology means,through different levels of the grid,the grassroots governance again fully integrated utilization of resources,give full play to power at the grass-roots level,to implement the work "full cover,no dead Angle" of the business and regulatory work of "rapid response,accurate disposal,real-time feedback",government top-down management and the member units of disposal and feedback from bottom to top,form the benign interaction,make certain achievements have been made in the ecological environment governance.This article attempts to the J City in S Province as the main research object,the system analyzes the J City environmental conditions and the characteristics and difficulties of environmental pollution prevention and control of reasons for the existence,after further study of the introduction ofgrid management mechanism,J City environmental protection grid management practice the benefits of such situation,the grid management mechanism,the work achievements and the existing difficulties and deficiencies,and has carried on the deep reason analysis.From the perspective of public management,this paper puts forward corresponding countermeasures from the aspects of law and institutionalization construction,information construction,administrative system reform,personnel team construction,and citizen autonomy,etc.,providing decision-making and reference for implementing ecological environment improvement through grid management mechanism in the future.
