The Dilemma And Countermeasures Of The Digital Transformation Strategy Of State-owned Enterprises

Nowadays,China’s digital economy is continuously growing at a high speed and has become an important driving force for the high-quality development of enterprises.As an important pillar of the national economy,state-owned enterprises are the"pacesetter" in promoting digital transformation and undertake the important mission of promoting the deep integration of the real economy and the digital economy in China.However,most state-owned enterprises are still in the initial stage of digital transformation,lacking clear strategic planning and reasonable path design.At the theoretical level,there is no unified definition of the connotation of digital transformation for state-owned enterprises,and the strategic path for state-owned enterprises to achieve digital transformation remains to be clarified.Under this background,exploring the difficulties and countermeasures faced by state-owned enterprises in digital transformation has important practical significance and academic value.Based on related strategic management theories,this research uses strategic analysis tools,such as the PEST and SWOT analysis,takes China National Offshore Oil Corporation(CNOOC)as an example,analyzes its internal and external environment,status quo,and existing problems,explores the difficulties in the digital transformation,and matches with suitable paths and measures combined with its strategic goals,aimed to provide reference and guidance for the digital transformation of state-owned enterprises.This research finds that(1)CNOOC still has problems such as inadequate awareness of digital transformation,weak data application capabilities,insufficient digital technology supply,low industry collaboration level,and network security threats in digital transformation;(2)To solve these above problems,CNOOC should closely follow industry requirements and changes in the external environment,starting from response speed,strategic guarantee,platform construction,and other aspects,formulating a reasonable and reliable digital transformation path to effectively ensure that digital transformation can support the high-quality development of state-owned enterprises.
