Research On The Evaluation And Incentive Responses Of Emergency Material Capacity Reserve Of Enterprises

General Secretary Xi Jinping emphasized in his speech on the prevention and control of the new crown epidemic that the supply of medical supplies should be strengthened and the enthusiasm of production enterprises should be fully mobilized to promote the enterprises to reach production and encourage the expansion of production.Emergency supplies capacity reserve can guarantee the continuous supply of supplies,and its research and perfection are of great significance when responding to public health emergencies.Through a reasonable evaluation index system,selecting high-quality enterprises to establish a list of emergency material capacity reserve enterprises will further promote the development of emergency material capacity reserve and enhance the prevention,control and disposal capacity of public health emergencies.This paper evaluates the comprehensive strength of production enterprises to become emergency material capacity reserve enterprises and motivates them to improve their enthusiasm and ability to participate in emergency material capacity reserve.Based on the basic theoretical elaboration,an evaluation index system of emergency material capacity reserve enterprises containing five primary indicators and 20 secondary indicators of comprehensive strength,emergency response capacity,emergency material production and supply capacity,production flexibility,and cooperation compatibility is constructed,and a three-stage subjective and objective fair weight-cloud model is used for evaluation.The evaluation of Beijing masks production enterprises was carried out according to the evaluation index system.The evaluation results show that most of the enterprises have a good sense of social responsibility,but the enthusiasm of participating in the capacity reserve needs to be improved and needs to be further stimulated,which also reflects that the current Beijing mask production enterprises are poor in emergency response capability,emergency material production and supply capability as a whole and must be further strengthened.Incentive countermeasures are proposed for the evaluation results from three stages:attracting enterprises to participate in emergency material capacity reserve,enterprise evaluation selection and management,and enterprise emergency material capacity reserve capacity enhancement.Based on the background of public health emergencies,especially major infectious diseases,the evaluation index system of emergency material capacity reserve enterprises is constructed,and the evaluation index system has universal applicability in the evaluation selection of such emergency material capacity reserve enterprises,and the rationality of the evaluation index system is verified in this paper through the evaluation of mask production enterprises in Beijing.The research on the evaluation index system of enterprise emergency material capacity reserve in this paper provides reference for the government in the selection of such emergency material capacity reserve enterprises,and the research on incentive countermeasures can provide reference for the government to attract and evaluate enterprises and promote the capacity reserve capacity enhancement of enterprises,and also provide reference for enterprises to enhance the capacity reserve capacity of emergency material.
