| Although,crude oil in oil reserve base has explosion hazard and inflammability,and there is a large number of crude oil in oil reserve base,and sources of danger concentrate highly,and the happening of the accident has a sudden,normative emergency management system can effectively cope with the sudden accident,reduce the consequences.So,it is very important to build the construction of oil reserve base emergency rescue system.The strength of the emergency rescue capability responses directly whether the emergency rescue system of oil reserve base is perfect or not and has a effect on the safety production in the future.So it is of great significance.Firstly,the paper elaborated research status of the emergency rescue capability at home and abroad.Secondly,there is a study on correlation analysis of sea island national oil reserve base emergency rescue.It mainly used the method of Delphi to find out that the 25 major influencing factors of emergency rescue base.It also established interpretative structural modeling and clarified the emergency rescue factors inherent logic relation and hierarchical structure.Thirdly,it introduces the connotation of emergency rescue capability of the sea island national reserve base and establishes assessment indices system.It determined weight of every indexes according to the G1(ordering relation analysis method)method.Compared with other methods,G1 method has an advantage that it has less quantitative calculation without consistency checking.Finally,this paper uses the fuzzy comprehensive evaluation method to establish the fuzzy comprehensive evaluation model of emergency capability.Through the application example,the model can be used to.The assessment model makes an objective evaluation of emergency rescue capability of the oil reverse base.And this paper proposed the measures.So,it has a practical significance. |
