Research On The Ecological Protection Compensation System Of National Parks In China

Establishing a natural reserve system with national parks as the main body is an important content of ecological civilization system construction in the context of the new era in China.National parks are of great significance in promoting the scientific protection and rational utilization of natural resources,promoting harmonious coexistence between humans and nature,and promoting the construction of a beautiful China.The national park ecological protection compensation system breaks the limitations of the traditional single nature reserve ecological protection compensation,and transforms from the original single compensation to comprehensive compensation,which can better achieve coordinated development of economy,society,and ecological environment.However,due to the fact that the ecological protection compensation mechanism for national parks in China is still in its infancy,there is a lack of specialized legislation at the national level,different types of ecological protection compensation laws have not been effectively integrated,horizontal ecological protection compensation mechanisms are not sound,diversified and market-oriented ecological protection compensation is still being explored,and the effectiveness of compensation fund use lacks supervision,effective social supervision,and public participation.The reason for these problems is,on the one hand,that the practical experience of ecological protection compensation is still not rich enough,and the special legislative conditions are not yet mature.On the other hand,the management system has not yet been rationalized,lacking effective social supervision and public participation.By drawing on the relevant experience of ecological protection compensation practices in foreign national parks,China’s national park ecological protection compensation system should systematically and scientifically promote legislation,integrate and revise existing laws.Expand the scope of compensation subjects in terms of institutional content,scientifically set compensation standards,and actively explore diversified and market-oriented compensation mechanisms.At the same time,it is necessary to establish an effective mechanism for monitoring ecological protection compensation funds,legalize the ecological performance assessment of national parks,and establish a sound legal mechanism for public participation,in order to better achieve high-quality development of national parks.
