Since the reform and open policy,rapid economic growth,resource mismatch and environmental pollution coexist.Since 2014,China has become the world’s largest carbon emitter,and has promised to reduce carbon dioxide per unit of GDP by 60% to65% by 2030 compared with 2005.Among them,the development of low-carbon economy urgently needs the optimization of industrial structure.Industrial structure rationalization and upgrading depend on technological innovation strength to a great extent.How to optimize the industrial structure through the transformation and connection of technology,products and market effectively promote the upgrading of industrial structure from the initial low level to the high level.C hina’s urgent reality of low carbon emissions and the future development planning of low carbon plan require China to promote the upgrading of industrial structure through environmental laws and policies.Using the spillover of environmental laws and policies and technological innovation,this paper studies whether technological innovation plays a promoting or inhibiting role in the impact of environmental regulations on the upgrading of industrial structure.These questions have always been the focus and difficulty of environmental research.Therefore,this paper focuses on such questions,namely,whether green technology innovation has a mediating effect in the process of environmental regulation and industrial structure upgrading,and what is the spatial distribution of command-type,market-incentive and public-participation-type environmental regulation in various provinces of C hina? Can environmental regulation and green technology innovation effectively promote the upgrading of industrial structure as important factors affecting the upgrading of industrial structure? What is the influence mechanism of the two factors on the upgrading of industrial structure in C hina? The discussion on the above issues is conducive to the in-depth study of the effects of environmental regulation and green technology innovation on the upgrading of C hina’s industrial structure,so as to improve environmental regula tion policies,improve the level of green technology innovation in C hina,and develop a green and low-carbon economy.Through the analysis of the relationship between the three,the research shows that :(1)green technology innovation has a mediating effec t on the transmission mechanism of environmental regulation-industrial structure upgrading.(2)at the national level,three types of environmental regulation with the increase of strength,impact on the upgrading of industrial structure has different characteristics,type the command environmental regulation has inverted u-shaped characteristics directly effect,market incentives and public participation environmental regulation characteristics are U direct effect,command type environmental regulation exists negative spillover effect,There are opposite spillover effects between market incentive and public participation environmental regulations.(3)From the perspective of the impact of environmental regulations on green technology innovation,the three t ypes of environmental regulations all present a positive U-shaped feature,in which the market incentive environmental regulations have the largest incentive effect,and public letters and visits are more conducive to stimulating green technology innovatio n in neighboring provinces.(4)Under the background of three different types of environmental regulations,green technology innovation promotes the upgrading of local industrial structure,but has the opposite effect on neighboring provinces;(5)At the regional level,there is regional heterogeneity in environmental regulation,green technology innovation and their interaction.
