Study Of The Watershed Ecological Compensation Allocation And Liability Sharing Mechanism Based On Basin Governance Efficiency

Water resources are one of the essential resources in human life.In recent years,our economy is growing and technology is advancing.However,the unreasonable phenomenon of water resources utilization and development has been increasing,leading to the increasingly severe situation of water scarcity.Among them,the problem of water scarcity and pollution in basin is a key concern of the government and the state.In order to further implement the ecological protection of basin and truly turn "green water and green mountains" to "golden mountains",China implemented the first pilot scheme of the watershed ecological compensation mechanism in Xin’an River in 2011,and then according to local conditions many basin in China started to implement the watershed ecological compensation mechanism.However,the implementation effect of the mechanism and the relevant landing details need to be further determined.For example,whether the efficiency of basin governance has been improved after the implementation of the watershed ecological compensation mechanism,and how the compensation should be allocated in the mechanism still need further study.Based on the basin governance efficiency,this paper firstly addressed the issue of the impact of the implement of the watershed ecological compensation mechanism on the basin governance efficiency using the data envelopment analysis(DEA)model in order to further determine the important role of the watershed ecological compensation mechanism.It was found that the basin governance efficiency has been greatly improved after the implementation of the mechanism.Then studied the impact of the watershed ecological compensation mechanism on the basin governance efficiency through the Tobit model and found that the implementation of the watershed ecological compensation mechanism has a significant positive effect on the improvement of basin governance efficiency.Secondly,in order to further promote the smooth implementation of the mechanism in view of the important role of watershed ecological compensation mechanism,based on the basin governance efficiency,a compensation allocation model was constructed using the DEA model,and a liability sharing model was constructed using the DEA model and the opportunity cost method,respectively.The fairness of the model was verified by the Gini coefficient,and finally,the fairness and validity of the model were verified again by taking Xin’an River as an example.Compared with the existing studies,this paper makes the following innovations in terms of research content and research model:(1)analysis and study on the impact of the watershed ecological compensation mechanism on basin governance efficiency,and determine the important positive role of watershed ecological compensation mechanism.On this basis,the design of compensation allocation and liability sharing mechanism is explored,which further coordinates the interests of both ecological protectors and beneficiaries,and provides a theoretical basis for the smooth implementation and promotion of the watershed ecological compensation mechanism.(2)The model is improved by introducing a concept of "management disposability"in the calculation of watershed governance efficiency,which is more in line with the actual situation of national governance efficiency through policy regulation.In addition,the study of the compensation allocation and liability sharing mechanism takes into account both efficiency and scale distributional equity,and maintains consistency in compensation allocation and liability sharing.
