The destruction of water ecological environment in watershed will affect the sustainable development of social economy in the basin.The design and practice of water ecological compensation system in watersbhed has been paid more and more attention in order to coordinate the interests of all parties and promote ecological protection and restoration.Based on the cost analysis and its sharing calculation of water ecological compensation in Xiangjiang River basin,this paper provides a scientific basis for establishing water ecological compensation mechanism in the river basin,and its main research results and conclusions are as follows:(1)Preliminary establishment of cost quantification system for watershed water ecological compensationThe cost of water ecological compensation in watershed is divided into two parts:direct cost and opportunity cost The quantitative subject of direct cost is the government,and for the opportunity cost is the industrial enterprise,agricultural producers and government.The quantitative range of direct cost is divicded into ecological protection and construction cost,water environmental protection and management cost,opportunity cost not only considered the potential development opportunity lost because of land-use change,but also the loss of water pollution for the first time.The direct cost calculation method considers the time value of the capital,and the opportunity cost is mainly based on the more specific estimation.(2)The construction of water ecological compensation cost sharing model in watershedThe construction of water ecological compensation cost sharing model is mainly based on the water requirement of different regions in the basin,which is divided into two kinds of calculation scale of the administrative units in the upstream,the middle and the downstream.The cost of water ecological compensation in watershed is mainly government oriented and has the characteristic of planning,and the Grey System forecasting model is introduced to forecast the future water demand of each area in the basin,and the proportionof the forecast value of the total water demand of the basin as the ratio of cost,And the introduction of economic and sewage treatment capacity of two factors on the cost-sharing ratio to amend.(3)Quantification of water ecological compensation cost in Xiangjiang basinThe cost of Xiangjiang basin is calculated according to the cost quantification system and sharing model which is established in the paper.The construction and management of water ecological protection project of Xiangjiang basin from 2006 to 2015 was selected as the cost accounting object,and the calculation of direct cost was calculated by stages,which amounted to 226.85 billion yuan in 10 years.The opportunity cost of industrial enterprises is estimated at 455.83 billion yuan,the estimated value of opportunity cost of agricultural producers is 17.42 billion yuan,ancd the governtment opportunity cost is estimated at 23.59 billion yuan,a total of496.84 billion yuan.(4)Share proportion calculation of water ecological compensation cost in Xiangjiang River basinAn example is to calculate the proportion of water ecological compensation cost in Xiangjiang basin.Using the Grey System forecast model to forecast the water demand of eight cities in Xiangjiang basin from 2017 to 2021,the results show that the prediction accuracy is higher.In this paper,the forecast value is put into the cost-sharing proportion model,and combined with two correction coefficients of economy and sewage treatment capacity,the cost proportion of each city should be calculated from 2017 to 2021.The results shoxwed that the Changsha had to bear about 1/3 of the cost of the whole basin during 2017 to 2021.Zhuzhou,Xiangtan,Hengyang,Yueyang,those four cities are responsible for more than 10%of the costs,Chenzhou,Yongzhou,Loudi will bear the cost less than 10%,the results are in line with the specific situation of the city and the proportion of cost-sharing is more reasonable.
