Marine fishery is the pillar industry of the marine industry,which has a fundamental position in the structure of China’s national economy and plays an important role in ensuring China’s food security.However,the development of China’s marine fishery industry has been accompanied by the increasing problems of scarcity of fishery resources and increased environmental pollution in near-shore waters caused by the traditional farming and fishing methods of marine fishery.In particular,there is an urgent need to improve ecosystem issues such as carbon emissions caused by the heavy consumption of fuel by marine fishing vessels and the accumulation of nitrogen and phosphorus nutrients from bait residues.As an extension and expansion of total factor productivity,green total factor productivity reflects the new requirements for green development of marine fisheries in the new era,and plays an important role in promoting high-quality economic development.Improving green total factor productivity is the key path to achieve green development of marine fisheries.Therefore,improving the ecological environment of aquaculture waters and increasing the green total factor productivity of marine fisheries is of great significance to the green development of marine fisheries in China.This paper first summarizes and comments on the existing academic achievements on the basis of clarifying the relevant concepts of Total factor productivity and the relevant theories of economic growth,and then puts forward the areas where the article can make improvements;Secondly,analyze the current situation from three aspects: the current status of marine fishery resources,marine environment,and investment factors;Then,based on the SBM model and ML productivity index,the green Total factor productivity of marine fishery in nine coastal provinces(regions)of China from 2005 to 2020 is calculated,and the change of marine fishery green Total factor productivity is analyzed,and convergence analysis is conducted;Finally,based on the panel Tobit model,this paper analyzes the impact of four variables,including economic development level,industrial structure,scientific research investment,and fishermen’s professional level,on green Total factor productivity of marine fisheries.The results show that:(1)China’s marine fishery has achieved rapid development during the study period,with the production of marine fishery products rising and diversifying,and the structure of raising and catching continuously optimized.The marine ecological environment is steadily improving,the water quality environment is constantly improving and the marine ecological environment is effectively protected.The three input factors of China’s mariculture area,the power of marine motorized fishing vessels and marine fishery employees all showed a trend of change from 2005 to 2020,with the input structure of fishery factors becoming increasingly rationalized.(2)The average annual growth of green total factor productivity in China’s marine fisheries during the study period was 2.79%,mainly driven by technological progress in marine fisheries,with a smaller contribution from the technical efficiency of marine fisheries.There are significant regional differences in the growth of green total factor productivity in China’s marine fisheries,with all nine coastal regions experiencing growth in green total factor productivity in marine fisheries.There is no σ convergence in China’s marine fisheries green total factor productivity,with absolute β convergence characteristics and conditional β convergence characteristics.(3)At the national level,four variables,including the level of economic development,industrial structure,scientific research investment and fishermen’s professionalism in the industry,have a positive impact on the green total factor productivity of marine fisheries.At the regional level,the level of economic development has a significant positive effect on the green total factor productivity of marine fisheries in the northern region,the industrial structure has a significant positive effect on the green total factor productivity of marine fisheries in both the northern and southern regions,the scientific research investment has a significant positive effect on the green total factor productivity of marine fisheries in the southern region,and the professionalism of fishermen has a significant positive effect on the green total factor productivity of marine fisheries in the northern region.Based on the above research conclusions,this paper suggests optimizing the aquatic products processing industry,accelerating scientific and technological innovation,developing carbon sink fisheries,developing leisure fisheries,optimizing the allocation of fishery production factors and improving the marine ecological environment governance system,with a view to promoting the high-quality development of China’s marine fisheries.
