Research On Collaborative Management Of Water Ecological Environment In Wuzhong Section Of The Yellow River

On June 8,2020,during his inspection at the Wuzhong section of the Yellow River,Xi Jinping proposed to Ningxia the goal of building a leading area for ecological protection and high-quality development in the Yellow River Basin,indicating the development direction for the protection and governance of the water ecological environment of the Yellow River.At present,China’s social development is in a critical period of transformation and upgrading from high-speed development to high-quality development,and green development is an important component of high-quality development.The management of the ecological environment of the Yellow River is an important part of implementing the concept of green development,and is also one of the important tasks for ecological protection and high-quality development in the Yellow River Basin.Since the 19th National Congress of the Communist Party of China,the coordinated governance of the water ecological environment in the Wuzhong section of the Yellow River has achieved phased results,but many problems have still been exposed during the governance process.In order to promote the construction of ecological protection and high-quality development pilot areas in the Yellow River Basin,and optimize the mechanism for collaborative governance of the water ecological environment in the Wuzhong section of the Yellow River,this article starts from the perspective of public management,applies the theory of collaborative governance,and conducts extensive research on government departments,enterprises,and people on both sides of the Yellow River who participate in the collaborative governance of the water ecological environment through literature research,interview,questionnaire survey,and other research methods,Summarizing the successful experience of collaborative governance in the Wuzhong section of the Yellow River,it was found that there are problems such as incomplete regulations and systems,incomplete organizational systems,insufficient social collaborative participation,and difficulty in coordinating the interests of various participating parties.Attribution analysis was conducted based on the actual situation of the Yellow River,problem oriented,from strengthening the construction of the rule of law to improving management level,clarifying departmental responsibilities to strengthen organizational support,building a social co governance platform to strengthen public participation To coordinate the interests of all parties and promote the high-quality development of the Yellow River water ecological environment,four countermeasures are proposed,with the aim of establishing an efficient collaboration mechanism among various departments based on the river chief system within the government,and a diversified collaboration mechanism for the coordinated governance of the Yellow River by multiple entities such as the government,enterprises,social organizations,and the masses outside the government.At the same time,a comprehensive regulatory system is used to provide legal protection,a precise assessment and accountability system is used to provide management protection,a comprehensive river head system is used to provide collaborative mechanism protection,an inclusive social governance platform is used to provide multi-agent collaborative participation protection,and a green economy is used to provide high-quality development protection.Through the above collaborative governance mechanisms and guarantee measures,the effectiveness of water ecological environment governance in the Wuzhong section of the Yellow River can be effectively improved,providing experience for collaborative governance in the upper reaches of the Yellow River,as well as in the middle and lower reaches of the Yellow River or other river basins.
