Research On Collaborative Treatment In Phosphogypsum Pollution Prevention And Control In A City

As an important part of ecological environment governance,the rectification of pollution of phosphorus chemical enterprises has been widely concerned in the construction of ecological civilization.The relatively backward governance concept is a more common problem in the pollution prevention and control of phosphorus chemical enterprises,and there are many problems left over from the history of phosphogypsum pollution.In recent years,China’s environmental pollution control has become more and more intense,and how to better achieve the prevention and control goals and improve the treatment effect has attracted more and more attention.This study takes phosphogypsum pollution prevention and control in City A as a case study,guided by Xi Jinping’s thought of ecological civilization,and first analyzes the background and current situation of phosphogypsum pollution prevention and control in City A by means of literature analysis,investigation analysis and comparative research from the perspective of public goods theory,collaborative treatment theory and polycentric treatment theory,and studies the prevention and control of phosphogypsum pollution according to the two core concepts of phosphogypsum pollution prevention and control and multi-subject collaborative treatment.Through the survey,we understand the participation of multiple subjects in governance,and grasp the demand for phosphogypsum industry structure adjustment under the background of carbon peak and carbon neutrality(hereinafter referred to as carbon neutrality),define the responsibilities of the government,enterprises and social organizations as the main body of governance,and carefully analyze the work process,cooperation mode and interest demands between them.Then,from the perspective of collaborative governance,the responsibilities and effects of multiple subjects in phosphogypsum pollution prevention and control are understood,and the interest game between various subjects is analyzed,and the problems and causes arising in the cooperation of multiple subjects are proposed.Analyze the cases of phosphogypsum pollution prevention and control in other regions,and summarize the experience that can be learned.Finally,in view of the goal of improving the effect of phosphogypsum pollution control,relevant suggestions on improving the collaborative treatment effect among multiple subjects are put forward.In terms of structure,this study first sorts out the current situation of phosphogypsum pollution and the background of phosphogypsum pollution prevention and control,as well as the correlation between phosphogypsum pollution prevention and control and polycentric treatment,clarifies the necessity of multi-subject collaboration in phosphogypsum pollution prevention and control,analyzes the respective characteristics of the working methods of each subject,and clarifies the interrelationship between multiple subjects.Then,the current policy and implementation of phosphogypsum pollution prevention and control in City A were investigated,and the key points of phosphogypsum pollution prevention and control were pointed out,one is to reduce the annual new increase of phosphogypsum by improving emission standards,and the other is to broaden the comprehensive utilization path to consume phosphogypsum stock,and the two are combined to jointly solve the problem of phosphogypsum pollution.Then,the dilemma and difficulties of multi-subject cooperation in the process of phosphogypsum pollution prevention and control in City A were analyzed,and the causes of these difficulties were analyzed.Finally,on the basis of the above analysis,the solution to the problems arising in the prevention and control of phosphogypsum pollution in City A is sought,and the method of promoting the coordination and cooperation between multiple subjects is proposed to more effectively join the pollution prevention and control work by multiple subjects.Finally,the treatment benefits are maximized,and the prevention and control of phosphogypsum pollution is further improved.It is found that in the process of phosphogypsum pollution prevention and control,the government pays more attention to the supervision of enterprises,and ignores the role of relevant subjects in the treatment process.Therefore,the efficiency improvement of governance effect is inseparable from the in-depth exploration of the role that each governance entity can play in the governance process,and on this basis,establish a mechanism for multiple subjects to participate in governance,build a collaborative scheme between multiple subjects,seek a balance between pollution control and economic benefits,so that all governance subjects can achieve common interests,in order to achieve the purpose of governance,and also provide reference ideas for phosphogypsum pollution prevention and control in industrialized cities across the country.
