The problems of regional water environment are cross border,wide range and long-term governance etc.To strengthen governance on regional water environment is an important practice and research direction of the current water environment.Based on the perspective of multi-subject collaborative governance,this paper analyses the typical case of Baiyangdian to study the water environment governance.Firstly,the study expounds the present situation of deteriorating water environment and analyses the management of Baiyangdian over the years and the current water environment governance measures,and summarizes the reasons of the degradation of water environment in the climatic environment,production and living conditions,government administration,and the necessity of collaborative management of water environment with documentary research method.Secondly,the study draws lessons from the experience of the water environment management in Taihu River Basin and Pan Pearl River Delta Basin with case study,comparative study and other research methods.Thirdly,from the perspective of the theory of system and collaborative governance,this paper constructs a governance model of the water environment for Baiyangdian,which including government,enterprise,NGO and the public.Finally,the study makes suggestions on water environment governance from the government internal coordination,government-enterprise cooperation,government-society interaction,public participation and other aspects.The paper hopes to repair and improve the water environment of Baiyangdian and water environment in Beijing-Tianjin-Hebei region,and also to solve the water environment problems in the region where similar to the reference,through collaborative governance mechanism of interaction and coordination with the government,enterprises and social participation.
