Research On Carbon Emission Reduction Compensation Mechanism From Perspective Of Ecological Civilization

Under the background of "carbon peaking" and "carbon neutrality",carbon emission reduction has become the key task of building an ecological civilization,and establishing a set of efficient and sustainable compensation mechanisms is the top priority of carbon emission reduction.This paper adopts the literature research method to distinguish and analyze the concepts of ecological civilization,carbon emission reduction,and compensation mechanism,and summarizes the practical experience of carbon emission reduction in the United States,the United Kingdom,and China,and follows the four basic principles of compensation mechanism.Six compensation methods.Secondly,a tripartite evolutionary game model of pollutant discharge enterprises,environmental protection enterprises and government supervision departments was established,and a theoretical study was carried out on the subject and object of compensation and the compensation standard.It is an evolutionary and stable strategy,and environmental protection companies are very sensitive to government subsidies.System dynamics are used to describe the operation mechanism of the joint action of various carbon emission reduction compensation methods.After comparative research on various compensation models,the double-difference model was used to compare before and after the implementation of the policy in the pilot areas of carbon trading,and it was proved that the compensation effect of implementing the carbon trading policy was significantly improved,reaching 17.8%.This paper proposes that on the basis of the coordination and unity of carbon emission reduction and economic development,with carbon emission rights trading as the core,a market-oriented carbon emission reduction compensation mechanism should be established.
