Analysis On The Status Quo Of Emission Trading And Emission Reduction Effect In Zhejiang Province

In 2007,the Ministry of finance,the former Ministry of environmental protection and the national development and Reform Commission approved 11 provinces and cities to carry out emission trading pilot.Among them,Zhejiang Province is one of the first regions to explore the paid use and trading of emission rights.In 2017,the report of the 19 th National Congress of the Communist Party of China proposed that "we should accelerate the reform of the ecological civilization system and build a beautiful China".We should let all social organizations participate in global environmental governance together with the masses,and promise to achieve the goal of energy conservation and emission reduction.This paper first introduces the background and significance of the topic,then describes the research results of domestic and foreign scholars on emission trading,analyzes the internal mechanism of emission trading promoting pollution reduction and the mechanism of emission reduction effect.This paper expounds the situation of emission trading in Zhejiang Province in detail,and summarizes the pilot situation,and puts forward the shortcomings.The empirical part of this paper focuses on the correlation between emissions trading volume and water environmental quality,atmospheric environmental quality and economic correlation.At the same time,based on the data of ecological environment and economy of 11 cities in Zhejiang Province from 2006 to 2018,the double difference method(did)was used to evaluate the policy.The empirical results show that:(1)there is a positive correlation between the trading volume of water pollutant emission rights and the proportion of surface water quality sections that reach or are better than Class III water quality sections in Zhejiang Province;(2)there is a positive correlation between the trading volume of air pollutant emission rights and the proportion of days with excellent air quality in Zhejiang Province;(3)from the description of economic correlation,it can be seen that the index of GDP and emission trading activity in each quarter fluctuates(4)the results of double difference analysis show that the implementation of emission trading pilot in Zhejiang Province has a significant role in promoting pollutant emission reduction.Meanwhile,it is confirmed that the industrial level,high-tech level,higher education level,marketization degree and other control variables have an impact on the annual average concentration of SO2 in the region,and affect the effect of policy implementation.Combined with the empirical results of this paper,further policy suggestions are put forward for the pilot work of emission trading in Zhejiang Province.It can provide reference for Zhejiang provincial government to formulate the next step of environmental protection policies,and can also provide reference for other provinces that have implemented or will implement emission trading policies.
