| The carbon emission trading scheme is an important policy tool to achieve the carbon peak and neutrality targets,and it is also one of the energy policies based on the mechanism of market emission reduction.Its main purpose is to regulate the behavior of market participants through a carbon pricing mechanism,thereby controlling carbon dioxide emissions.At present,China’s carbon emission trading market is one of the largest carbon trading markets in the world.Its implementation effect has a great impact on energy justice,but the extent and approach of the impact have not been fully studied.In China’s social background and economic environment,it is of great practical significance to evaluate the impact of this policy on the economy,society and environment.Therefore,this paper studies the impact of China’s carbon emission trading on energy justice from two aspects: sustainable economic welfare and environmental burden.First,to quantitatively evaluate the role of China’s carbon emission trading in promoting energy justice,this paper uses the DID method to explore the leading and lagging effects of China’s carbon emission trading implementation on sustainable economic welfare in different regions.On this basis,the moderating effects of clean energy consumption and R&D investment on the above results are further investigated.Secondly,to quantitatively evaluate the inhibitory effect of China’s carbon emission trading on energy justice,this paper uses the SDID method to explore the impact of carbon trading policy implementation on the environmental burden of urban and rural residents,taking into account global effects and local decomposition effects.In addition,considering the differences in the implementation effects of carbon trading policies and regional resource endowments among pilots,the regional heterogeneity of the impact of carbon trading policies on environmental burdens was further investigated,and the reasons for the heterogeneity were analyzed.The results indicate that: First,The carbon emission trading has significantly promoted the growth of sustainable economic welfare in the pilot areas.Compared with carbon trading non-pilot areas,the sustainable economic welfare of the pilot areas has increased by 1,540 yuan per person.And carbon emission trading in the eastern region has the relatively greatest impact on sustainable economic welfare,at 1,980 yuan per person.At the same time,with the increase in clean energy consumption and R&D investment in the eastern region,the carbon emission trading can significantly promote the improvement of sustainable economic welfare.Specifically,the carbon trading pilot policy has a certain lag effect on sustainable economic welfare,and the lag period is about one to two years.Second,after the implementation of China’s carbon emission trading,rural residents and urban residents share the environmental burden caused by urban residents’ energy consumption.Compared with urban residents,rural residents suffer from energy injustice.Compared with the south,people in the north and central regions suffer from energy injustice,and those in the north and central regions bear about 32 percent and 18 percent of the national environmental burden respectively.Based on the implementation background of China’s carbon emission trading,this paper reveals the internal connection between energy justice and China’s carbon emissions trading.It is suggested that carbon emission trading policy makers combine energy justice theory with carbon emission trading to provide policy and market support for improving the comprehensive benefits of economy,society and environment. |
