Research On Collaborative Governance Of Rural Ecological Environment

In a report to the 19th National Congress of the Communist Party of China(CPC),the construction of an ecological civilization was raised to the level of a"Millennium Project".The report clearly stated that economic and social development can not be achieved at the expense of the ecological environment,we should make full use of modern scientific and technological means to protect the ecological environment and promote the construction of ecological civilization.At present,the problem of rural ecological environment in our country is outstanding.The management of rural ecological environment is not only complex,but also systematic and integral.In recent years,the government of the party committee of Yangmiao town has taken various measures to protect and control the rural ecological environment,and has made some achievements in improving the ecological environment,however,it still faces the problems of single governance subject,insufficient governance capacity and limited governance effect.Cooperative governance means that multi-subjects take benefit and common as premise,take competition and cooperation as means,cooperate and coordinate with each other to achieve the goal of governance and achieve win-win.In this paper,Yangmiaozhen Rural Environmental Governance as the theme,through the introduction of collaborative governance theory,Yangmiaozhen rural eco-environmental collaborative governance path.First of all,this paper expounds the research background and significance,on the basis of analysis of relevant research at home and abroad,clear research content and ideas,considering research methods and technical paths,and points out the innovation and shortcomings of this paper.Then it defines the concepts of rural ecological environment,ecological environment and cooperative governance,and explains the cooperative governance theory and sustainable development theory.On the basis of the above theory,the paper studies the Present Situation of rural ecological environment and the present situation of coordinated governance in Yangmiao Town,the existing problems of rural ecological environment in Yangmiao Town and the effective measures and achievements of coordinated management in recent years were analyzed.Then,it points out the problems such as the insufficiency of the government’s coordination function,the absence of the main body of the coordination governance,the insufficient coordination among the main bodies and the imperfect mechanism of the coordination governance,and analyzes the reasons,the main problems are the lack of government’s ability,the lack of social organizations to participate in the coordination,the low awareness of the main participants,the lack of coordination system and the lack of legal protection.Finally,based on the path of coordinated rural governance of Y town,Jiashan County,Jiaxing City,and L town,Xuzhou Tongshan District,to explore effective ways to improve the rural ecological environment of Yangmiao town,in order to construct the coordinated management mechanism of rural ecological environment in Yangmiao Town and realize the sustainable development of rural ecological environment.
