Research On The Construction Of Natural Disaster Emergency Management Mechanism In Inner Mongolia Based On Blockchain

Based on the plight of natural disaster emergency management in Inner Mongolia,from the perspective of people-centered,this thesis introduces the concept of blockchain,infiltrates the concept and characteristics of blockchain into the construction of natural disaster emergency management mechanism,and carries out the research on the construction of natural disaster emergency management mechanism in Inner Mongolia Based on blockchain.Based on the theories of emergency management,multi center governance and collaboration,this thesis expounds the basic concepts and characteristics of blockchain,emergency management,management mechanism,emergency management system and public crisis,starting from six characteristics: blockchain decentralization,smart contract,timestamp,data tamperability,electronic content distribution and "P2P" broadcast protocol encryption,After in-depth analysis of the feasibility of applying blockchain to the construction of natural disaster emergency management mechanism,it is found that blockchain technology and emergency management mechanism have natural similarities in management mode,data interaction and efficiency requirements.For example,the "decentralization" feature of blockchain is conducive to active emergency response of multiple agents,and the "smart contract" feature of blockchain requires efficient cooperation of multiple agents The characteristics of blockchain "timestamp" ensure the legal compliance of emergency actions,the characteristics of blockchain "data cannot be tampered" ensure the accuracy of intelligence information,the characteristics of blockchain "electronic content distribution" ensure the timeliness of intelligence information,and the characteristics of blockchain "P2P" broadcast protocol encryption ensure the security of intelligence data.After analyzing the natural disasters in Inner Mongolia in the past 20 years,explaining the current situation of natural disaster emergency management mechanism in Inner Mongolia,and deeply analyzing the problems existing in the natural disaster emergency management mechanism in Inner Mongolia and the causes of the problems analyzed from the perspective of blockchain,this thesis discusses the construction of natural disaster information data chain sharing mechanism,natural disaster disaster disaster recovery stage chain linkage mechanism The framework of natural disaster emergency management mechanism in Inner Mongolia,with four mechanisms as the core,including chain cooperation mechanism in natural disaster disposal stage and chain cooperation mechanism in natural disaster reconstruction stage.The data chain sharing mechanism of natural disaster information emphasizes building strong information sources,standardizing information exchange and strengthening information guarantee;The chain linkage mechanism in the disaster recovery stage of natural disasters requires strengthening the construction of chain early warning network,chain emergency support and chain rescue system;The chain coordination mechanism in the natural disaster disposal stage mainly focuses on the realization of intelligent triggering of decision-making,accurate matching of supply and demand and dynamic monitoring of execution;In the natural disaster reconstruction stage,the chain cooperation mechanism mainly puts infrastructure construction,order restoration,disease control and epidemic prevention on the blockchain.In order to ensure the smooth operation of the mechanism,relevant guarantee measures such as follow-up policies and regulations,human resources and material transportation are also discussed.
