Research On The Construction Of Natural Disaster Emergency Management Mechanism In Madagasca

The frequent occurrence of natural disasters has become a major international issue.Natural disasters affect the world economy and people’s social life.Madagascar is no exception.Every year,it faces various natural disasters more or less.In recent years,Madagascar has been affected by major natural disasters,such as floods,droughts and hurricanes.The frequent occurrence of various natural disasters not only affects the social and economic development of the country,but also poses a serious threat to the safety of people’s lives and property.Therefore,strengthening the establishment of emergency management mechanism,especially for natural disasters,and improving the emergency management capacity of the government and the private sector is a real challenge that the Malagasy government needs to address.The author uses literature analysis,case analysis and other research methods,combined with the specific case of natural disaster emergency management in the Androy region of Madagascar,to analyze the problems of Madagascar in coping with natural disasters in terms of mechanism,capacity,etc,and summarizes the successful experience of China’s emergency management of natural disasters and drought,which provides a reference for the Madagascar government’s comprehensive capacity of natural disaster emergency management and the construction of emergency management mechanism.The specific mechanisms are as follows: the early warning mechanism before the disaster;The response mechanism during the disaster includes the establishment of Madagascar’s emergency coordination mechanism,the emergency security mechanism for responding to natural disasters and the social mobilization mechanism for emergency management;and the recovery mechanism after the disaster,which provides a reference for Madagascar’s natural disaster management work and is helpful for Madagascar’s emergency management capacity and efforts to promote the country’s socioeconomic development.Therefore,the study of emergency management in Madagascar in this paper has practical and theoretical significance.
