In the context of the new era of building an important ecological security barrier in the north of China and the security and stability barrier at the northern border of the motherland, and accelerating the realization of common prosperity, grassland ecological protection and herders’ income increase are currently the most important and difficult important issues in the majority of grassland pasture areas. Therefore, how to protect the grassland ecological environment at the same time can realize the herdsmen to increase income is particularly important.In-depth research on the impact of grassland ecological compensation policy on the income of herding households, and improve the grassland ecological compensation policy, for consolidating and expanding the results of poverty alleviation and rural revitalization strategy, and building a long-term incentive mechanism for herders to increase their income and grassland ecological improvement have important theoretical value and practical significance. This paper takes Xilinguole League of Inner Mongolia as the research area, and through descriptive statistical analysis of field research data from 206 pure herding households in three pure herding banners(cities)of Xilinguole League,we scientifically grasp the basic situation of individual characteristics, household characteristics, production and operation characteristics,as well as herding households’ cognition and subjective evaluation of the grassland ecological bonus policy, and on this basis,we empirically analyze the effects of the grassland ecological bonus policy on herding households’ total household income, livestock income and non-pastoral income using the propensity score matching method. In this thesis,it is concluded that the grassland ecological subsidy policy can significantly increase the total income and non-grazing income of the grazing-livestock balance households, but does not significantly increase the income of animal husbandry, eliminating the influence of observable variables on the income of grazing households.Among them, the total income of the grazing households that fully implement the grassland ecological subsidy policy is about 1.4 times of the total income of the grazing households that do not fully implement the grassland ecological subsidy policy, and the non-grazing income of the grazing households that completely implement the policy as required is about 7.4 times of the non-grazing income of the grazing households that do not fully implement the policy. The effect of grassland ecological subsidy policy on the increase of household income is not that the policy directly affects the income of livestock husbandry, but indirectly increases the total income of households through the increase of non-grazing income.According to the above conclusions, corresponding countermeasures are proposed:transforming production and operation methods to promote herders’ income increase;transferring surplus labor in herding areas to enhance herders’ non-herding income;raising compensation standards to encourage herders to reduce their livestock;adjusting compensation methods to improve compensation efficiency.
