China has been implementing the Grassland Ecological Protection Subsidy and Incentive Policy since 2011 with the aim of achieving the dual objectives of restoring grassland ecology and securing the livelihoods of herding households.Studies have extensively evaluated the ecological effects of the implementation of the grassland ecological incentive policy and its impact on the livelihoods of herding households and the livestock industry,but research on the impact of herding households’ farming behavior is still insufficient.As the main subject of the implementation of the subsidy policy,whether the changes in the farming scale and farming pattern of herding households are consistent with the objectives of the subsidy policy will directly and significantly affect the actual effects of the subsidy policy,so the impact of the subsidy policy on the livestock farming pattern and scale behavior of different herding households was carried out.Based on the theory of farmers’ behavior,ecological compensation and other related theories,this study uses questionnaire data from a random sample of herding households in six townships of Tongde County,Qinghai Province to analyze the characteristics of herding households’ livestock breeding patterns and herding households’ perceptions of the policy,and uses Ordered Logit and binary logistic models to empirically test The impact of grassland subsidies on herding households’ adoption of livestock breeding patterns and breeding scale was empirically tested using Ordered Logit and Binary Logistic models to reveal the factors influencing herders’ livestock production decision making behavior,explore breakthroughs to improve herders’ production decision making behavior,and finally put forward relevant countermeasure suggestions.The research results show that(1)the livestock breeding behavior in Qinghai Province is significantly influenced by the subsidy and prize policy.The policy has a significant positive influence on the change of farming mode and expansion of farming scale.(2)The influence of grassland subsidies on herding households’ adoption of farming patterns and farming scale decisions differed significantly in terms of education and grazing experience of the household head,respectively.(3)In addition to the grassland subsidy policy,other factors also had a significant impact on the decision making behavior of herding households in terms of livestock breeding pattern and breeding scale.Based on the above findings,this paper puts forward the following policy recommendations:(1)While the policy content "captures" herders’ input factors to alleviate livestock pressure on grasslands from livestock farming,it is necessary to improve the mechanism for transferring pasture and non-grazing employment,and to adopt economic incentives such as decreasing compensation mechanisms to improve herders’ adoption rate of round-fed farming.(2)Relevant departments should build a scientific animal husbandry system.From the pastoralist culture education,technology docking and other aspects of efforts,so as to "reduce the animal not reduce production".(3)The content of the policy reflects the differences in the location of pastoral areas.Adopt a combination of basic compensation and incentive compensation to motivate herding households to reduce livestock.
