In the process of accelerating the urbanization construction in China,the scale of cities and population continues to increase,people’s travel demand also increases rapidly.So,the urban traffic is facing great pressure and challenges.Urban rail transit plays an important role in leading and optimizing urban layout,meeting people’s travel needs,alleviating urban traffic congestion,and promoting economic and social development.Urban rail transit has become an important carrier to improve residents’ quality of life,connect urban production and consumption,and enhance people’s happiness.Under the current situation of rapid development,the relationship between stations and lines become closer and more complex.There are many factors affecting operation safety.Interactions and influences among the factors resulting in the increasingly difficult control work of urban rail transit operation enterprises.Urban rail transit network is a large and complex structure,once an accident occurs,the depth and breadth of its impact will far exceed the severity of the consequences of the accident.Therefore,ensuring urban rail transit operation safety is the primary task and important link in the operation process.In 2019,the Ministry of Transport issued the Measures for Transportation Regulation [2019] No.7,which clearly pointed out that the classified management and control of urban rail transit operation safety risks and the investigation and management of hidden dangers should be the main work.To construct the general urban rail transit system risk prevention and control mechanism,this paper through the analysis of the risk prevention and control,urban rail transit system operation safety management,business management and modeling of the status quo,combined with active prevention and control of safety risk for urban rail transit system,active aspects of demand analysis,established the urban rail transit system risk active prevention and control of the new consept,the new system and new mode.Secondly,according to the composition of personnel,equipment,facilities,and environment of the new mode of production urban rail transit system,the influencing factors that will affect the operation safety of urban rail transit system are proposed and analyzed,which represents the production and operation subject targeted by the new mode of proactive prevention and control.Then,the WBS method is used to construct the business model of the urban rail transit system risk active prevention and control mechanism from the two tasks of the new mode of active operation prevention and control and the new mode of safety governance and control.The tasks of active prevention and control are decomposed,and the basic elements of the business model are obtained.Then according to the construction principle of Petri net,the HLPN model of urban rail transit system risk active prevention and control mechanism is defined.According to rules given in this paper,the urban rail transit system risk prevention and control of active WBS business model,the mapping to the urban rail system risk prevention and control mechanism of initial PN model.According to the model given in this paper,the fixed rules,will be the initial PN model correction for HLPN model,finally get risk prevention and control of active mechanism HLPN model of urban rail transit system.Finally,an example of the workflow of major risk registration and degradation is constructed and optimized to illustrate the effectiveness of the general risk active prevention and control mechanism model of urban rail transit system constructed by the text,and it has certain practicality for the actual risk prevention and control of urban rail transit system.There are 59 figures,50 tables and 109 references in the text.
