Coal is the ballast of China’s energy security,and in the long run,it is difficult to change the energy structure of China with coal as the mainstay,and coal will still play an important role.The Inner Mongolia and Shaanxi mining area is the largest coal-producing area in China,whether the coal resources in this mining area can be mined scientifically is a major issue related to China’s energy supply and high-quality development of the coal industry.Therefore,it is necessary to carry out a comprehensive evaluation of scientific mining of coal resources in Inner Mongolia and Shaanxi mining area,so as to determine the level of scientific mining,find out the key factors affecting the scientific mining,and provide a reasonable plan for the subsequent scientific mining in this mining area.Through literature analysis,theoretical analysis and field research,research methods such as synthesis method,Delphi method,analytic hierarchy process,entropy weight method,multi-level fuzzy comprehensive evaluation method and mathematical theories such as Lagrange function,Euclidean distance function,semi-trapezoidal distribution function and switching function are used to carry out the research on scientific mining evaluation index system and quantitative evaluation model construction for coal resources in Inner Mongolia and Shaanxi mining area,and practical application in this mining area.The main research results are as follows:(1)The intelligent mining aspect in the connotation of scientific mining of coal resources is enriched which combining with the general trend of intelligent development in China’s coal industry.Based on this connotation,5 indicators of safe mining,efficient mining,green mining,intelligent mining,and economic mining are selected as guideline layer,16 indicators of mine casualties,production efficiency,and ecological restoration are selected as element layer,and 50 indicators of million ton mortality rate,mine raw coal work efficiency,and land reclamation rate are selected as indicator layer to construct a scientific mining evaluation index system for coal resources in Inner Mongolia and Shaanxi mining area.The meanings of the indicators are explained,the calculation methods of the indicator values are given,the evaluation results of the indicators are divided into four grades of excellent,good,medium and poor,and the standard values of the indicator grading are determined.(2)According to the characteristics of the comprehensive evaluation work of scientific mining of coal resources in Inner Mongolia and Shaanxi mining area,the multi-level fuzzy comprehensive evaluation method was selected as the quantitative evaluation method,a quantitative evaluation model of scientific mining of coal resources in Inner Mongolia and Shaanxi mining area was constructed based on this method.Based on Lagrange function and Euclidean distance function,the optimal decision model and the relationship equation of difference degree are established,and the combined weights of indicators in the model are determined by combining the calculation results of analytic hierarchy process and entropy weight method.Based on the semi-trapezoidal distribution function and switching function,the membership functions of semi-fuzzy indicators and completely fuzzy indicators in the model were constructed.(3)The quantitative evaluation model for scientific mining of coal resources in Inner Mongolia and Shaanxi mining area was applied to evaluate five mines under this mining area,and the evaluation results showed that the scientific mining level of C and D mines was excellent,the scientific mining level of A and B mines was good,and the scientific mining level of E mine was medium.The key factors affecting the scientific mining of each mine were identified,and development suggestions for the subsequent realization of scientific mining in each mine were put forward.The objective status quo of each mine was compared and the comparison results were found to be basically consistent with the evaluation results,which verified the reasonableness of the evaluation results of this model.
