Research On The Impact Of Regional Integration Of Urban Agglomeration On Haze Pollution From The Perspective Of Official Promotion Incentive

In recent years,the problem of haze pollution in China’s urban agglomerations has become increasingly serious.It has the characteristics of high frequency,heavy pollution,wide distribution and great difficulty in governance,which has caused great harm to people’s health,social stability,economic development and ecological environment.On the other hand,as the region with the strongest economic vitality in China,promoting the integrated development of urban agglomerations has become a national strategy.Regional integration has accelerated the circulation of products and production factors and promoted the gradual optimization of spatial allocation of resources.Under the promotion incentive intensity,the attention distribution of local officials in the process of regional integration has shifted from emphasizing economic development to environmental governance,so whether it can produce the effect of restraining haze pollution,and whether the regional integration development of urban agglomeration can achieve the dual policy dividends of regional economic development and pollution control and haze reduction at the same time,has not yet been effectively tested.This paper takes 11 national urban agglomerations in China from 2000 to 2020 as the research object,calculates the regional integration indicators,and manually collates the personal information indicators of 164 prefecture level city mayors and municipal Party committee secretaries.Firstly,the gs2 sls model regression method is used to study the impact of regional integration of urban agglomerations on haze pollution under the incentive intensity of official promotion,and the robustness test is carried out;Secondly,the intermediary effect model is used to test the main ways of the impact of urban agglomeration regional integration on haze pollution;Thirdly,through further analysis and Discussion on the role of cities in different stages of regional integration development under the incentive of officials’ promotion,the research results are as follows.This paper takes 11 national urban agglomerations in China from 2000 to 2020 as the research object,calculates the regional integration indicators,manually arranges the personal information indicators of 164 mayors in prefecture and municipal Party secretaries,uses the fixed effect model regression method to study the impact of regional integration of urban agglomerations on haze pollution under the incentive intensity of official promotion,and puts forward countermeasures and suggestions for haze pollution control of urban agglomerations combined with the results.The study found that:(1)There is a spillover effect of haze pollution in urban agglomerations.Actively promoting the regional integration development of urban agglomerations can inhibit haze pollution.Under the incentive intensity of officials’ promotion,there is a “U”shaped relationship between the effect of curbing haze pollution through regional integration.When officials are younger,they will be strongly motivated by promotion,which will promote regional integration to shift attention from economic development to environmental governance,so as to significantly curb haze pollution effect.When the age of officials crosses the inflection point,they are more inclined to maintain their political achievements in order to achieve a smooth transition.The promotion incentives they receive continue to weaken,resulting in the weakening of the inhibitory effect of promoting the development of regional integration on haze pollution.(2)Compared with the central and western urban agglomerations,the role of regional integration in the eastern urban agglomerations in pollution control and haze reduction is more significant and stronger,and the role of officials in the eastern urban agglomerations in actively promoting regional integration and reducing haze pollution is more obvious under the influence of promotion incentive intensity.With the increasing requirements for environmental governance in the five-year plan in different periods,officials will strive to reduce haze pollution by promoting regional integration under the influence of promotion incentive intensity,which is more obvious in the 13 th five year plan.At the same time,the intermediary effect results show that the regional integration of urban agglomeration mainly suppresses the haze pollution through the effect of technological innovation.(3)Officials who are younger,better educated,native place of the province other than the city and whose tenure exceeds the average will actively promote regional integration and reduce haze pollution.(4)With the increase of incentive intensity for official promotion,the Environmental Kuznets curve(EKC)of haze pollution can cross the inflection point earlier in urban agglomerations with high degree of regional integration.The research conclusions of this paper can provide theoretical and empirical support for improving the environmental governance system of local governments,improving the joint prevention and control mechanism,promoting the integration of urban agglomeration under the incentive of officials’ promotion,and promoting the Countermeasures of haze pollution control.
