| After more than 30 years of development,the National High-tech Zone has become an important driving force for my country’s regional economic development and technological innovation.Because its development is closely related to local industries,it will also have an important impact on the urban environment.As far as the establishment of national high-tech zones and the status quo of urban haze pollution are concerned,the number of national high-tech zones in my country has shown an increasing trend,especially after 2009,it has achieved rapid growth.From the perspective of regional distribution,it is mainly concentrated in the eastern and central regions,showing a gradually decreasing trend from the eastern and central regions to the western regions;haze is the primary source of urban air pollution in my country,and the severity of haze pollution in my country is viewed by region.In the regional space,it shows a decreasing trend from the central and eastern regions to the western regions.With the passage of time,the haze pollution situation in the eastern and central regions of my country is more severe than that in the western regions.Considering that my country’s national high-tech zones have spread across 30 provinces and cities,few studies have focused on whether the establishment of national high-tech zones affects haze pollution and how it affects this issue.Therefore,this paper will explore the direction and path of the impact of the establishment of national high-tech zones on urban haze pollution.This paper first analyzes the current situation of the construction of national hightech zones and urban haze pollution in my country,and divides the impact path of national high-tech zones on urban haze pollution into two stages.In the second stage,urban innovation drives the three major effects of configuration,technology,and structure,which have an impact on urban haze pollution.After that,this paper further uses the characteristics of the establishment of national high-tech zones,selects the panel data of 196 cities in the country from 2004 to 2018,the cities that have built national high-tech zones are the treatment group,and the cities that have not built national high-tech zones are the control group to construct a double-difference model.To study the net effect of the establishment of national high-tech zones on urban haze pollution.The results show that compared with cities without national high-tech zones,the net effect of the establishment of national high-tech zones in reducing urban haze pollution is 3.7%.Through the robustness test of counterfactual and PSM-DID,the impact of national high-tech zones on urban haze pollution is still obvious.The results of regional heterogeneity show that the establishment of national high-tech zones in eastern and central cities has a significant inhibitory effect on urban haze pollution,but not in western cities.Further,this paper conducts a mechanism test of urban haze pollution by the establishment of national high-tech zones.In addition,this paper adds a sub-regional mechanism test.The results show that the eastern and central city-state high-tech zones have an impact on urban haze pollution through technical effects and configuration effects,while the western city-state high-tech zones have an impact on urban haze pollution through innovation-driven structural and technological effects.Haze pollution has an impact but not significant.In order to play the role of high-tech zones on haze pollution,this paper puts forward corresponding policy suggestions.First of all,at the overall level,we should continue to reasonably support the construction of national high-tech zones,increase the number of national high-tech zones,optimize the industrial structure,and increase the introduction of high-tech talents;secondly,at the sub-regional level,the establishment of my country’s national high-tech zones should be implemented according to local conditions and according to regional characteristics.Differentiated development strategy. |
