Post-project evaluation is an evaluation of completed investment projects,and is a systematic and objective analysis of the project’s purpose,implementation process,benefits,functions and impacts.In China,post-project evaluation is the main way for state-owned enterprises to conduct enterprise management and investment management.However,there are relatively few post-evaluation projects carried out by private enterprises,and the only post-evaluation content is limited to the evaluation of the environment.Although post-project evaluation is the last step in construction project management process,the huge profits of the coal industry in recent years have led many coal enterprises to ignore the necessity of post-evaluation.This thesis takes the private enterprise,Y Group,as the research object,and conducts a systematic study about the post-evaluation indicators,the setting of indicator weights,and the analysis of evaluation results of its coal mine project.Based on the coal mine construction project T,this thesis uses the analytic hierarchy process,the questionnaire survey method and the success evaluation method to carry out the post-evaluation research.Based on the actual situation of coal mine construction projects T,this thesis firstly constructs a post-evaluation indicator system.It includes four first-level indicators which are construction management,process technology,investment benefit and impact,target and sustainability.The first-level indicators include 16 secondary indicators and 40 tertiary indicators.Then,use the questionnaire survey method and the analytic hierarchy process to determine the weight of each indicator.Finally,this thesis conducts a detailed post-evaluation based on the experts’ scores,and draws a conclusion on the success of the project.The research results show that the T coal mine construction project is evaluated as a successful project,and it has reached the successful standard in four aspects,which are construction management,process technology,return and impacts on investment,goal and sustainability.In terms of construction management of this project,the decision-making is correct,the procedures are basically compliant,the project construction management is relatively standardized,the four control objectives are basically achieved,and the operation management is effective and all indicators are good.In terms of process technology,the technology applied is reasonable and advanced,the process is scientific and efficient,and the main equipment is in good condition.In terms of return on investment,the financial objectives have been achieved,and the overall return on investment is sufficient.In terms of impact,objectives and sustainability,the project has good environmental and social impacts,and the project strategy,engineering,technology,and impact objectives have been achieved,both internal factors and external conditions of the project support the sustainable development of the project.Based on the problems existing in the project implementation process,this thesis proposes several suggestions,which are strengthen research efforts to ensure the accuracy of data,improve the quality of feasibility report,consolidate the basis for decision-making,strictly abide by the approval process,strengthen the incentive mechanism,seek for the help of experts to assist decision-making,eliminate unapproved construction to reduce policy risks and so forth.
