Research On Legal Issues Of Zoning Management And Control Of National Parks

The construction of national park system is an important part of national ecological development and construction in recent years,and the implementation of zoning management and control is an effective way for national parks to give consideration to utilization and protection.When the country launched the pilot implementation of the National Park System in 2015,the pilot areas have set up specialized management systems,determined regional boundaries,and conducted functional zoning and classified management based on the overall plan and special planning of the National Park,thus forming a fragmented management area.By combing and summarizing the zoning management and control system of each pilot National Park,we can find that there are some deficiencies in the zoning management and control of national parks,such as the lack of special legislation,the complexity and diversity of zoning types,the imperfect legislative provisions of each zoning,the single legal responsibility and the lack of deterrence of the law.On the premise and basis of the top-down national park management system,the National Park law should be issued to systematically regulate the relevant contents of zoning control in the National Park Law.Formulate unified functional zoning of national parks,and the existing zoning planning of national parks should be modified according to the requirements of "one park,one law".Improve the implementation mechanism of the management and control of each division of the National Park,such as scientific monitoring mechanism and collaborative optimization mechanism,and finally implement different legal responsibilities,in order to achieve more rigorous and standardized management of the National Park Division.
