| In recent years,with the increasingly prominent problems such as ecological environment pollution and resource depletion,the "extensive" economic development model of China has become unsustainable.In such a situation,the central government pointed out that China’s economy is now in an important stage of transition to high-quality development..As an important part of China’s national economy,manufacturing industry should shoulder the important task of promoting economic transformation..However,at present,China’s manufacturing industry has not been able to get rid of the extensive development mode which is factor-driven,high pollution,high emissions and high energy consumption.And manufacturing’s support for the economy has gradually weakened..In order to change the current situation that China’s manufacturing industry is large but not strong,and get rid of the unsustainable development model at the expense of the environment,it is urgent to establish the evaluation standard for the high-quality development of manufacturing industry,which is conducive to relevant subjects to find their own gap against the standard and promote the high-quality development of manufacturing industry as soon as possible.However,since the concept of high-quality development of manufacturing industry was put forward recently,there are not many researches on the evaluation system about it,and the existing researches have differences in the theoretical basis of the establishment of evaluation indicators,the division of evaluation dimensions and the selection of evaluation indicators.In order to establish a scientific indicator system,this paper chooses the concept as the basis of the establishment of the indicator system.In order to further deconstruct the concept,this paper uses grounded theory to analyze policy texts and newspapers which are related to the high-quality development of manufacturing industry.And it extracts six dimensions that constitute high-quality development of manufacturing industry,which are transformation and upgrading,informatization,innovation-driven,environmental benefits,quality benefits,business environment.Based on the analysis results of grounded theory,indicators are selected from six dimensions.Then,expert consultation method and correlation analysis method are used to select 30 indicators and establish the evaluation indicator system.In order to test its scientificity and applicability,the weight of each evaluation indicators was calculated through the combination weighting method.And the TOPSIS model was used to measure the quality development level of China’s manufacturing industry from 2011 to 2019.The findings of this paper are described below:(1)The high-quality development of manufacturing industry is composed of six dimensions,including innovation-driven,transformation and upgrading,informatization,environmental benefit,quality benefit and business environment.It is supported by the business environment,with innovation as the core driving force,transformation and upgrading and informatization as an important means,pursuing coordinated development of environmental benefit and quality benefit.(2)Based on the concept model of high-quality development of manufacturing industry,the evaluation indicator system is constructed from six dimensions,including innovation-driven,transformation and upgrading,informatization,environmental benefit,quality benefit and business environment.(3)At present,the current situation of China’s manufacturing industry is on the rise,but it is unstable and still in the early stage.And rule layers such as innovation-driven rule layer failed to play a core supporting role.In view of this research result,this paper puts forward corresponding suggestions from two aspects of improving innovation ability and business environment,providing reference for relevant subjects to formulate countermeasures or carry out practices,and helping China’s manufacturing industry achieve high-quality development as soon as possible. |
