Research On Coordinated Water Pollution Control In South-to-north Water Transfer Project

East route of South-to-North Water Diversion,as the Section of Zaozhuang and Xuzhou,as the connection between the two province,is also a water-sensitive area in the planning area for the east-west water transfer project of the South-to-North Water Diversion Project.Its water pollution prevention and control work is an important part of the water quality assurance work of the East Route Water Supply Project.The cross-regional coordinated governance of the Soviet Union is a necessary means to realize the healthy development of the ecological environment and the healthy development of the society in the Huaihai Economic Zone.Collaborative governance not only plays an important role in cross-regional water pollution control,but also improves the efficiency and quality of water pollution control.This article first comprehensively elaborated collaborative governance and related theoretical research,and on this basis,combined with the current situation of water pollution in the Rusu area of the South-to-North Water Transfer Project,pointed out the necessity of cross-domain collaborative governance.Secondly,the survey method was used to conduct in-depth interviews with personnel from the two units involved in the South-to-North Water Diversion Pollution Control Unit,and based on the information obtained from the interviews,the governance situation of the region was summarized.A normalized supervision and inspection mechanism has been established.But at the same time,there are also the following problems: the situation where the governance subjects are separate has not been fundamentally improved,the relevant laws on the coordinated management of regional water pollution are not perfect,and the public participation is not high;the main reason for these problems is the weak awareness of the collaborative governance of the governance subjects,The legal support lags behind,and public participation is not valued.Finally,drawing lessons from the successful cases of domestic and international water pollution collaborative management,combined with practical suggestions,the countermeasures and suggestions for improving Lusu cross-regional water pollution cooperative governance: unifying the cognition of cross-regional water pollution collaborative governance and improving regional water pollution collaborative governance The legal guarantee system,building a coordinated governance system among inter-basin governments,giving full play to the synergy of water pollution control by social organizations,and correctly guiding the public to participate in water pollution control.
