| Rural revitalization is a major strategic deployment in our country at the current stage.The perfection of rural living environment and the promotion of rural ecological livability are the primary tasks of implementing the rural revitalization strategy.When it comes to the rural domestic sewage treatment,it has been the focus and difficulty of rural living environment improvement.What’s more,an inevitable requirement to improve the rural environment at present lies in the effective treatment of rural domestic sewage.However,some problems generally exist in the current rural domestic sewage treatment,such as low treatment rate,poor treatment effect,serious random discharge of sewage and so on,in which the lack of an effective public participation mechanism has become one of the main factors restricting rural sewage treatment.This paper obtains the current situation and problems of public participation in rural domestic sewage treatment in N town through interviews and questionnaires.Through the analysis of the survey results,it is concluded that there are some problems in the public participation mechanism of rural domestic sewage treatment in N town,such as the mobilization mechanism has not been brought into play,the communication and coordination mechanism has not been fully played,and the supervision and guarantee mechanism of public participation is not perfect.Guided by the public participation ladder theory and the new public service theory,this paper proposes following solutions for the problems existing in the current public participation system in N town: Improve government information disclosure mechanisms,broaden public participation channels,innovate government management concepts,establish and improve government response mechanisms,improve public participation supervision mechanisms,improve public participation accountability mechanisms,and establish legal protection systems for public participation,etc.This paper aims to strengthen public participation continuously in rural domestic sewage treatment by improving the system,so as to improve the quality of treatment. |
