Research On The Current Situation Of Public Participation In The Rural Ecological Civilization Construction

Xi Jinping put forward that “China wants the beauty,rural areas must be beautiful” when he presided over the rural reform forum held in Xiaogang Village,Fengyang County,Anhui Province,which means that the construction of ecological civilization in rural areas is important.The construction of rural ecological civilization is an important field and segment in building the socialist ecological civilization,and also an important basis and guarantee for realizing the strategy of rural revitalization.The quality of the ecological environment is closely related to every citizen.So,the rural ecological civilization construction need to rely on the active participation of rural citizens.The newly "Environmental Protection Law" and the "Opinions on Accelerating the Construction of Ecological Civilization",both of them clearly stipulated the principle and other content of public participation.This provides a direct and important basis for studying the public participation in rural ecological civilization construction from the perspective of practice and the rule of law.Based on this background,it is necessary and important to explore the current situation of public participation in the the rural ecological civilization construction.Public participation in the rural ecological civilization construction is not only a practical need for the beautiful countryside construction,but also has an important role and significance in improving public participant awareness and capacity,safeguarding and realizing public ecological rights,and improving rural ecological environment.Although public participation in the rural ecological civilization construction has produced some practical results from the current situation of public participation,the participant awareness of rural citizens has also improved,the participant ways have become more diversified,and the organized degree of participation has continued to increase,still faces some problems and contradictions,for example,standard of citizen participation is unbalanced,the institutional and economic guarantee is lack,the starting point is unclear,the way of participation is unreasonable,and so forth.The reason is that the backwardness of rural economicdevelopment is its fundamental constraint,the irrational ecology decision-making and the imperfect participation security system is an important reason.The low educational and scientific level leads to the lack of awareness and ability of rural citizens is the key factor.Therefore,on the basis of the fundamental principles of public participation,we should meet the citizens’ needs of ecological participation,enrich the participant content,improve the participant ability,strengthen the ecological supervision and other aspects to make up for the shortcomings that arose in the process of public participation in the rural ecological civilization construction.In a word,the public participation in the rural ecological civilization construction needs to give full play to citizens’ power of agency for improving the rationality of public participation in the rural ecological civilization construction and achieving a beautiful rural vision.
