Since the reform and opening up,my country’s agricultural development has achieved remarkable achievements mainly due to the use of chemical fertilizers. However, excessive chemical fertilizers have also brought serious soil, water and air pollution for a long time.A series of problems such as source pollution and significant ecosystem degradation.my country’s agricultural development is constrained by both resources and the environment, and the contradiction between the excessive application of chemical fertilizers and the green development of agriculture is becoming more and more prominent.Farmers,as the largest group of agricultural production and management, are the main fertilizer applicators, and their fertilizer application behavior directly affects the effect of fertilizer reduction. In the process of agricultural production,in order to maximize personal economic benefits, farmers over-fertilize with less consideration of the negative impact of chemical fertilizers on the surrounding environment and ecology, resulting in the deviation between farmers’ production goals and the development of agricultural chemical fertilizer reduction, which is related to the solution. The difficulty of my country’s agricultural non-point source pollution problem. The adjustment of my country’s agricultural planting structure has brought about an increase in the proportion of cash crops.Controlling the amount of chemical fertilizers applied to cash crops plays an important role in reducing the pollution caused by chemical fertilizers. Therefore,it is of great significance to explore the behavior of farmers to reduce the application of chemical fertilizers in the current economic crop production process to reduce agricultural non-point source pollution and promote the green development of agriculture. The thesis analyzes the four elements of chemical fertilizer, pesticide application intensity and agricultural COD and ammonia nitrogen emission intensity that affect my country’s agricultural non-point source pollution at present, and finds that the proportion of chemical fertilizer application intensity in agricultural non-point source pollution was significantly higher than that of the other three categories,by comparing the application amount and intensity of chemical fertilizers in Anhui province with other provinces in China,it is found that the application amount and intensity of chemical fertilizers in Anhui province are relatively high. Therefore, this paper takes Anhui Province, which ranks fifth in chemical fertilizer application intensity,as an example.On-the-spot investigation of the main tea producing areas in southern Anhui and western Anhui Province, based on sustainable development theory, agricultural economic theory and farmers’ behavior theory, combined with 863 valid tea grower questionnaires,to construct internal mechanisms and external incentives that affect farmers’ fertilizer reduction Binary and multivariate ordered logit models of factors. The results found that the individual characteristics, social capital, green cognition and production and management characteristics of tea growers in the internal mechanism all positively affect the farmers’ fertilizer reduction behavior;in the external incentives, the national fertilizer reduction policy and government participation will reduce farmers’ consumption. In addition, fertilizer reduction policies, government participation and farmers’ green cognition can regulate farmers’ fertilizer reduction behaviors.Based on this, starting from the government level,by strengthening green agriculture publicity, expanding the scope of agricultural insurance and strengthening agricultural training, external incentives will strengthen the internal motivation of farmers themselves, and reduce the problem of non-point source pollution caused by excessive application of chemical fertilizers and unreasonable fertilization.
