The Research On The Improvement Of Local Government Environmental Accountability System In China

In the multi-governance and protection of ecological environment,local government always plays the leading role,protecting ecological environment and ensuring environmental quality is its responsibility.Therefore,when the local government fails to fulfill environmental responsibility correctly,it should be held accountable,which is the logical premise of the local government environmental accountability system.China’s local government environmental accountability system is based on the local government’s environmental responsibility performance as the object of supervision and restriction,according to the environmental accountability laws and regulations and specific procedures to local government accountability system construction.At present,the local government environmental accountability system is not perfect,the local government environmental protection and management behavior lack of effective supervision and control mechanism,resulting in local governments do not perform or incorrect performance of environmental responsibility from time to time,so it is necessary to improve the local government environmental accountability system.This paper takes the theory of political civilization and ecological civilization construction with Chinese characteristics in the new era and the theory of responsible government as the value goal of the system,and makes a comparative analysis of the relevant system norms and practice status under the guidance of the value goal.It summarizes the difficulties and shortcomings of local government environmental accountability system in practice,such as imperfect system norms,imperfect system of multiple accountability subjects,incomplete investigation of environmental responsibility and inadequate protection of relevant subjects’ rights.The main reasons for the problems are the defects of environmental accountability laws and regulations,the lack of participation of multiple accountability subjects,the unclear standards of environmental accountability and the lack of environmental accountability culture construction.Which defects and deficiencies that the effectiveness of the system can not be fully played in practice.After analyzing and summarizing the practical difficulties of local government environmental accountability system and the causes of these problems,this paper puts forward suggestions and measures to improve local government environmental accountability system by referring to the successful experience of foreign environmental accountability system.It mainly includes five suggestions and measures for improving environmental accountability laws and regulations,perfecting the multi-subject system of environmental accountability,clarifying environmental accountability standards,improving environmental accountability relief procedures and strengthening the construction of accountability culture system.By improving the environmental accountability system of local governments,strengthening its effectiveness and long-term play,the value goal of the system can be better realized,so as to urge local governments to actively fulfill environmental responsibilities and achieve the ultimate goal of environmental protection.
