H Iron and Steel Group is a large state-owned iron and steel enterprise with a relatively complete training system,but in recent years,as the steel market becomes more and more depressed,the pressure of the enterprise’s staff training work is also increasing,and the long-standing problem of training without use and repeated training has not been effectively solved,and the intensive training model requires the enterprise to optimize and improve the existing training programs.Compared with ordinary employees,highly skilled personnel are often engaged in more difficult technical jobs in the enterprise,and also play an important role as the backbone of technology.Whether the training of highly skilled personnel achieves the expected effect affects the level of production technology,and the level of technology is often the lifeblood of the manufacturing industry,and how effective the training of highly skilled personnel is will affect the development of the enterprise to a greater extent.The training effect evaluation methods used by enterprises in the past can hardly meet the requirements of enterprises for training effect evaluation in the new era,and there is an urgent need to build a more perfect and efficient training effect evaluation model.This thesis takes the evaluation of training effectiveness of highly skilled personnel of H Iron and Steel Group as the research object,insists on combining theory with practice,and uses literature research method,field survey method,questionnaire survey method and Delphi method to carry out the research.Firstly,we read and compiled the advanced theoretical research results on training effectiveness evaluation and related theories in China and abroad,and summarized and objectively reviewed them,so as to lay a solid theoretical foundation for the series of research to be carried out in this thesis.Then,we analyze in detail the situation of the training of highly skilled personnel and the current situation of the evaluation of training effectiveness in this enterprise,and find out the shortcomings exposed in the evaluation of training effectiveness of highly skilled personnel in this enterprise and the corresponding reasons.The necessity of establishing the evaluation system for the training effect of highly skilled personnel of H Iron and Steel Group and the principles of index selection and construction steps are introduced.Then,in accordance with the theory of training effectiveness evaluation,the principle of index selection,the specific situation of the enterprise and the characteristics of the highly skilled personnel,the four-level evaluation model was used to select the indexes of the training effectiveness evaluation index system at four levels:reaction level,learning level,behavior level and result level.The Delphi method was used to invite 20 senior experts with relevant industry experience to score the indexes,and the indexes were screened,supplemented and improved through three rounds of scoring to establish the training effectiveness evaluation index system of H Steel Group,and the hierarchical analysis method and fuzzy comprehensive evaluation method were used to evaluate the training effectiveness of the highly skilled personnel of the enterprise with both scientificity and rationality.Finally,the empirical study reveals the problems in its training and puts forward targeted suggestions.
