The Impact Of Environmental Regulation On Industrial Structure Upgrading

The extensive economic development mode has led to serious problems such as resource consumption and ecological environment pollution,which not only threatens the living conditions of the people,but also causes great economic losses,and has become an important factor restricting economic sustainable development.In order to improve China ’s resources and environmental problems,the state has issued a series of environmental regulation policies under the guidance of ecological civilization.In the context of the " New Normal",China ’s economic development is facing major strategic tasks such as " supply-side structural reform,new and old kinetic energy conversion,and high-quality development".In this context,whether environmental regulation,as a resource-ecological constraint policy,can effectively promote the upgrading of industrial structure has become the key to achieving breakthroughs in China ’s economic development.At the same time,due to the " yardstick competition " of environmental regulation,local governments will refer to neighboring regional governments when implementing environmental policies,which will lead to the transformation of environmental management behaviors between local governments from isolated to strategic interaction.Therefore,this thesis intends to explore the impact of environmental regulation on the upgrading of industrial structure from the perspective of environmental regulation strategy game.First of all,on the basis of combing and summarizing the relevant literature on environmental regulation,industrial structure upgrading and local government strategic interaction,this thesis takes the interaction of local government environmental regulation strategy as the starting point,and makes an empirical analysis of the interaction of environmental regulation strategy and its impact on industrial structure upgrading.Secondly,with the help of the statistical data of 284 prefecture-level cities in China from 2007 to 2019,the development status and spatial correlation of environmental regulation and industrial structure upgrading are investigated.By establishing a two-way fixed effect model and a spatial Durbin model,the impact of environmental regulation on industrial structure upgrading is investigated based on whether spatial factors are considered.Finally,the panel threshold model is used to study the threshold effect of environmental regulation on industrial structure upgrading under different pollution intensities from two aspects of global and regional heterogeneity.The main conclusions of this thesis are as follows :(1)Whether or not considering the spatial spillover of environmental regulation,environmental regulation can significantly promote the upgrading of industrial structure.(2)The strategic interaction of environmental regulation among local governments presents benign competition,and environmental regulation plays a positive spillover role in promoting the upgrading of local industrial structure and the upgrading of industrial structure in neighboring areas.(3)There is a threshold effect of environmental regulation on the driving force of industrial structure upgrading,and in the northeast city samples,there is a triple threshold effect of industrial pollution intensity.With the increase of industrial pollution intensity,the effect of environmental regulation on the upgrading of industrial structure is N-shaped.According to the research conclusions of this thesis,in China ’s environmental management work,first,it is necessary to clarify the rights and responsibilities of local government environmental governance,enhance the centralization of environmental management,compress the elastic space of local government in the implementation of environmental regulation,improve the legislation,supervision and accountability system of ecological environmental protection,and strictly pursue the responsibility of local government environmental governance dereliction of duty,strengthen the awareness of government officials in ecological environmental protection.Second,it is necessary to guide actively the benign interaction of environmental regulation strategies among local governments,make full use of the " double positive effects " of environmental regulation to maximize the demonstration effect of environmental regulation on industrial structure upgrading,and promote the coordinated development of regional industrial structure.Third,it is necessary to adjust measures to local conditions,fully consider the local economic development,human and natural environment,and industrial structure foundation,and formulate environmental regulation policies that match the regional environment to better serve environmental protection and industrial structure upgrading.
