Human resources management may directly affect profits and core competitiveness of enterprises.Human resource management has become one of the most priority strategic resources.With the development of economic globalization,Multinational corporations play an important role in world trade.Chinese oil and gas enterprises have been constantly promoting the “going out” strategy and vigorously entering overseas markets.Great project management is indispensable for oversea projects to achieve good results,and human resource is the first strategic resource.In this way,it is increasing important to strengthen human resource management of overseas oil and gas projects.However,the cross-cultural background increases the difficulty of human resource management and puts forward higher and stricter requirements.How to overcome cultural differences and effectively implement cross-cultural human resource management under different cultural backgrounds is the key point of transnational operation.Based on the theory of human resource management and cross-cultural human resources management,this paper carried out a study on cross-cultural human resource management of COSL Iraq project,investigated the current situation of labor service in Iraq and made a comparative analysis of the culture of China and Iraq from six cultural dimensions.Moreover,this paper sorted out the current situation of human resources management of the project.The method of Questionnaire survey combined with interview research is used to study the crosscultural human resource management of Iraq project,including cross-cultural conflict,crosscultural communication,cross-cultural training and cross-cultural management,cross-cultural talents,etc.conclusions are analyzed from the decision-making level,management process level and human resource management level.Moreover,suggestions are put forward for effective cross-cultural human resource management of Iraq project from the aspects of communication,localization,and cross-cultural training,etc. |
