| With the popularization of the Internet and the soaring appeal of public interests,environmental risk-type mass incidents occur frequently,showing obvious aggregation and destruction.If there is no effective governance,it will not only threaten social stability,but also challenge local governments to govern the society.To this end,local governments have the responsibility and obligation to solve environmental risk-type mass incidents,create a good living environment for citizens,and enhance the people’s sense of happiness and security.This paper sorts out the environmental risk group incidents since 2007,and finds from the analysis of typical cases that there are many problems in the local government’s response to the environmental risk group incidents.Therefore,under the guidance of responsive government theory and risk communication theory,this paper adopts literature research method and comparative analysis method,aiming at the unique characteristics of environmental risk group incidents: preventive,subjective,and diffuse.The following problems exist in the government’s response: the main body of the response is not clear;the timing of the response is lagging behind;the response channel is not smooth;the response system is not standardized.Digging deeper into its causes,it was found that the local government did not pay enough attention;the information response was not transparent;there was a lack of two-way communication channels;and the supervision mechanism was not perfect.To this end,when local governments respond to environmental risk-type mass events,they should establish local governments’ initiative to respond;highlight the guidance of online public opinion;broaden and innovate communication channels;It will not only help to solve environmental risk-type mass incidents,but also contribute to the promotion of the national governance system and modern governance capabilities,and ultimately achieve the harmony and stability of our society. |
