Study On Differential Management And Control Of Zixing Natural Protected Area

As an important part of ecological space,protected natural areas play an important role in biodiversity conservation and environmental quality improvement.Protected natural areas are also important spatial carriers for ecological civilization construction and ecological security,which requires strict protection and control.But the natural protected area overlapping,boundary is not clear,there are still protected area department bull management,power and responsibility is unclear,the obvious contradiction between protection and development of series of problems,such as need to integrated optimization of spatial pattern of natural protected area,straighten out management system,and strictly implement to carry out the partition and classification management,actively explore elaboration space access conditions,perfect the purpose to adopt licensing system,In order to establish a unified,standardized and efficient control system of the use of protected natural areas,promote the comprehensive improvement of the management system and capacity of protected natural areas.Based on the background of ecological civilization construction,this thesis grasps the connotation cognition of territorial space use regulation system and natural protected area in the new era,and analyzes the connection between relevant theories and differential control of natural protected area.Combining the reality of endowment Zixing city,through a baseline survey,data collection,comprehensive analysis and other research methods,the municipality to 6 natural protected area as the research object,the application of GIS spatial overlay analysis technique of Zixing city spatial pattern of natural protected area and spatial conflict characteristics is analyzed,and the comprehensive evaluation of spatial heterogeneity and contact tightness.The results showed that 5 of the 6natural protected areas in Zixing city had one or two overlapping phenomena,with an area of 29577.30hm~2.The identification and evaluation of spatial conflict types of Zixing natural reserve can provide scientific basis for the development of differentiated management and control measures of Zixing natural reserve.According to the results of spatial conflict analysis of Zixing natural reserve,this thesis puts forward the differentiated control path of Zixing natural reserve from four aspects:constructing the planning system of natural reserve,establishing differentiated management system,exploring the means of protection and development of natural reserve,and strengthening supervision and law enforcement management.This research to build the new classification system with information and characteristics of natural protected area,the implementation of unified natural protected area Settings,hierarchical management,zoning control is of great significance,can effectively solve the endowment in natural reserve the contradiction between protection and development,to promote information and Zixing city ecological protection,the establishment of the mechanism of supervision and law enforcement mechanism It can also provide a typical example for the"one map"management and control of territorial space planning.
