Study On The Status And Optimization Of Guangzhou Protected Areas Control System For Territorial Spatial Management

Protected areas,mainly national parks,and territorial spatial planning are two new nodes in China’s development in recent years,as well as new goals and requirements for the construction of China’s ecological civilization system.In these two contexts,there are higher requirements for how to manage protected areas that contain diverse ecological resources and have different management objectives,and how to control the nature reserve system with national parks as the main body at the management level is also one of the issues that must be solved.The management and control of natural protected areas requires a deep understanding of their connotations.Starting with the history of natural protected areas in China,this paper divides the time from 1992 to the present into five stages,helping us understand the concept of protected areas and the gradual improvement of the system in stages,and makes clear the profound relationship between conservation and utilization of protected areas.Meanwhile,in the world,the most widely recognized and applied research on protected areas is the one by IUCN.The definition and classification system of protected areas by IUCN is sorted out and the classification system is briefly compared and analyzed with the one in China.With reference to the management and control models of foreign protected areas,the paper summarizes the problems found in the development of Chinese protected areas and the excellent experience in the management and control process of Chinese protected areas which can be used for reference later.This paper analyzes the spatial distribution of protected areas in Guangzhou.Summarizes the characteristics and problems of the management and control of protected areas there based on the governmental affair updates and policies published on the official website of the Guangzhou Municipal Government.Then,based on the legal regulations of protected areas in Guangzhou,the planning establishment and the management and control of construction are summarized,and their respective systems are constructed.The management and control system of construction consists of three parts which are "directory management,constraint index and zoning access",which mainly means management and control of construction activities.The directory management is the management and control of the construction situations of protected areas;the constraint index is the management and control of the overall construction situations of protected areas;the zoning access is the management and control of the architecture natures and functions within protected areas.The planning establishment system includes three parts which are "establishment,examination and approval,and supervision".Its overall planning takes into account all sorts of elements such as landscape,ecology,culture,population,and management;its detailed planning is the lower one of the overall planning,which provides basis and guidance for the construction management,facility layout and tourism utilization of scenic areas.In conclusion,the paper constructs the management and control system of protected areas in Guangzhou with the consideration of the planning establishment and the management and control of construction.And it summarizes the management and control system of construction and the planning establishment system,and provides suggestions to make improvements.
