Research On Local Government Air Pollution Prevention And Control Actions From The Perspective Of Cross-departmental Collaborative Governanc

The report to the 19 th National Congress of the Communist Party of China(CPC),we will continue to take action to prevent and control air pollution and win the battle to protect our blue skies.In recent years,in order to implement the decisions and plans of the CPC Central Committee and The State Council,local governments have organized anti-air pollution campaigns to improve the quality of regional air environment.The publicity,mobility and complexity of pollution sources make the prevention and control of air pollution have the natural characteristics of collaborative treatment.Taking R City as an example,this paper studies the local government’s air pollution prevention and control actions and pays attention to the inter-departmental collaborative governance within the government,which not only provides a reference for the research,judgment and solution of the public issue of air pollution,but also helps to improve the perspective of collaborative governance in the field of ecological environment.Based on the perspective of cross-department collaborative governance,the current situation and problems of air pollution prevention and control in R City were analyzed from two aspects of structural and procedural collaborative mechanisms.The structural coordination mechanism mainly includes the organization carrier,which introduces the decision-making organ,execution organ and guarantee organ of R City’s air pollution prevention and control action.Procedural coordination mechanism mainly includes procedural arrangement and technical means,etc.Objective measures,information sharing,working procedures and joint prevention and control of air pollution prevention and control in R city are introduced.Through interview research,the author analyzed the problems existing in the structural coordination mechanism of the air pollution prevention and control action in R City,such as the non-standard operation of decision-making and executive agencies,the imbalance of coordination pressure between vertical governments at all levels,and the untacit cooperation between horizontal functional departments.In the procedural coordination mechanism,there are problems such as unsmooth information communication,imperfect working procedures and lack of joint law enforcement actions.From synergy motivation,organization,execution,institutional guarantee threelevels of prevention and control of atmospheric pollution to the R city crucial problems to analysis the cause of action,summed up the department of conflicts of interest and intention is not strong synergy power level of the two factors,rigid barriers,apanage management policy executive ability is the executive level two factors,The three factors are the imperfect coordination system,the imperfect performance appraisal system and the imperfect supervision and accountability system.It is typical and representative to study the air pollution prevention and control action in R City.The local government’s air pollution prevention and control action needs to enhance the coordination power among the main bodies,improve the organization and execution ability,and perfect the collaborative governance system to realize the improvement of the local government’s air pollution prevention and control action ability..
