| With the development of ecological civilization,environmental governance has become an important task of the government.As one of the main sources of agricultural pollution,pig breeding has become the target of public criticism in rural environmental treatment.In 2017,Yanping district of Nanping city implemented the policy of forced demolition of pigsty,demolishing more than 8,800 pigsty and reducing the number of pigs by more than 3 million.The implementation of the policy of dismantling the pigsty not only realizes the pollution control of breeding but also leads to the unemployment of a large number of pig farmers.Pig breeding pollution control is not only simple pollution control,but also should take rural economic development and the livelihood of unemployed pig farmers into consideration.On the one hand,after the removal of pigsty,a large number of unemployed pig farmers lose their source of income,which may threaten the sustainability of their future livelihood and even directly lead to poverty.On the other hand,if the long-term failure to reemployment,under the pressure of livelihood,unemployed pig farmers may return to the pig breeding,resulting in the destruction of the environment.Paying attention to the problem of re-employment is not only the need to maintain the sustainable livelihood of unemployed pig farmers,but also the need to maintain the effect of environmental governance.This research combines the theory and practice,follows the theory to guide the practice,the practice verifies the theory research train of thought.Based on the theory of government regulation,the theory of labor migration,the theory of human capital,the theory of social capital and the theory of peasant household behavior,the paper constructs the theoretical analysis framework of the reemployment behavior of unemployed pig farmers.Through field research,223 questionnaires were completed.Taking the human capital,social capital and financial capital of unemployed pig farmers before the forced demolition policy had been implemented as independent variables and the reemployment behavior of unemployed pig farmers one year after the forced demolition policy had been implemented as dependent variables,the influencing factors of reemployment behavior of unemployed pig farmers were analyzed by using multiple logistic model.The results show that the research subjects have the characteristics of high age structure,low educational level and high capital stock.At present,the number of reemployment behaviors of unemployed pig farmers is distributed as migrant workers > unemployed >local farming > local entrepreneurship.Human capital,social capital and financial capital are the significant factors affecting the reemployment behavior of unemployed pig farmers.The improvement of social capital promotes unemployed pig farmers to transfer to high-quality jobs,and the increase of financial capital leads unemployed pig farmers to adopt conservative reemployment behavior.According to the research results,this study proposes the following Suggestions :(1)guide the unemployed pig farmers to use funds efficiently;(2)innovate reemployment subsidy measures and strengthen assistance to migrant workers;(3)timely carry out skills training to improve the human capital of unemployed pig farmers;(4)expand information search and career access channels for unemployed pig farmers;(5)encourage unemployed pig farmers to invest and start businesses. |
