Shenyang City is located in the transitional zone from mountains to plains in the central part of Liaoning Province,with numerous river systems.However,the temporal and spatial distribution of rainfall is uneven,which easily leads to floods and waterlogging.In recent decades,frequent flooding has occurred in Shenyang City,and the embankments of many rivers have overflowed and caused disasters,such as the Liao River,Maoniuh River,Pu River,Hun River,and Raoyang River.This situation poses a serious threat to people’s normal lives and even causes property damage and casualties.As the main tributary of the Hun River,the Maoniuh River basin has more representative flood characteristics in the Shenyang area.Therefore,this article takes the Maoniuh River basin in Shenyang City as the research area,and constructs a flood process simulation scheme based on the HEC-HMS(Hydrologic Engineering Center’s Hydrologic Modeling System model).At the same time,a Shenyang City Rainfall WebGIS system is also built,aiming to explore and provide an effective flood forecasting and prevention technology to reduce the losses caused by floods and waterlogging.In order to determine the rationality of the flood simulation scheme,this article establishes a flood process simulation scheme based on the HEC-HMS model according to the rainfall data upstream of the Dongling hydrological station from 1967 to 2019,historical flood data,and hydro-meteorological characteristics,soil type distribution,and land use types in the study area,based on the four flood processes.The accuracy of the simulation results is evaluated by four indicators: peak flow,runoff depth,peak time difference,and coefficient of determination for eight flood forecast results.In the end,the simulation results are generally preferred,with a qualification rate of 87.5%,which meets the A-level forecast accuracy standard.In addition,based on the HEC-HMS model,this article first constructs a Real-time flood information database by designing corresponding flood information field tables,using rainfall information data,river water information data,reservoir water information data,and soil moisture data collected by various observation stations.After completing the data collection and storage,the Shenyang City Rainfall WebGIS backend data service is built using node+express,and the flood information data request interface is designed.Finally,based on the B/S architecture,the Shenyang City Rainfall WebGIS system is built based on the Vue frontend framework and Leaflet map data framework,which realizes Real-time flood information visualization display,flood information data statistics,Real-time river water level and flow process line,Real-time river water level cross-section diagram,Real-time reservoir water level schematic diagram,Real-time soil moisture information display,Real-time warning,and other functions.This provides convenience for flood control workers to obtain Real-time and convenient flood information,improves the efficiency of flood control workers,and effectively solves multiple problems in flood control and drought resistance flood information data visualization display and flood forecasting.There are 45 maps,34 tables and 66 references in this paper.
