| Basic research is a kind of creative scientific research activities to explore scientific discovery and expand scientific knowledge.It has an important influence on the national science and technology level and international competitiveness which reflects the comprehensive competitiveness of a country.It is found that most of the basic research work in our country is completed by scientific research institutions and universities,and the basic research results often pay attention to theoretical innovation,and be far apart from the demand of industrial enterprises,and it is difficult for enterprises to benefit from it.In contrast,basic research mainly carried out by enterprises is more targeted.Basic research is the starting point of the innovation chain.Strengthening basic research of enterprises can promote the innovation chain to move forward and guide the development of the industrial chain.In this context,the investment in basic research of enterprises has been growing rapidly in recent years.However,how to improve the efficiency of basic research of enterprises,help the continuous improvement of national scientific and technological level,obtain core combine advantages and achieve sustained economic growth has become the focus of academic and business circles.Therefore,based on the perspective of the integration of innovation chain and industrial chain,this thesis tries to explore the establishment of an evaluation index system for the efficiency of enterprise basic research,so as to evaluate the transformation efficiency of domestic enterprises’ basic research results more scientifically and figure out the relevant influencing factors,to improve the transformation level of domestic enterprises’ basic research results.Based on the data of industrial enterprises in 26 provinces from 2014 to 2020,this thesis firstly constructs a three-stage efficiency evaluation index system of enterprise basic research.It uses the super efficiency DEA model to measure the efficiency,analyzes the efficiency based on the measurement results,and obtains the efficiency classification model of enterprise basic research.The spatial and temporal evolution of enterprise basic research efficiency is analyzed,the temporal evolution characteristics are explored through the change trend analysis and kernel density estimation,and the spatial evolution characteristics are explored through the classification of natural discontinuity points.Finally,the superefficiency DEA-Tobit regression model is used to explore the influencing factors of enterprise basic research efficiency.The thesis says:(1)The average efficiency of each stage of basic research activities of industrial enterprises in each province presents the order of market feedback stage > technology research and development stage > achievement transformation stage,and the gap between different stages presents a trend of first gradually widening and then narrowing.Except for Guangdong,Zhejiang,Anhui and Jiangxi,In other provinces,the efficiency of industrial enterprises in research and development,transformation and market gains is not coordinated.(2)The basic research efficiency of enterprises in the eastern region showed a trend of slow decline and then slow growth,and the central region showed a trend of slow decline,and the change from "high efficiency with large gap" to "low efficiency with small gap".The efficiency value of the western provinces was in a small range of low efficiency,and the polarization phenomenon was obvious on the whole.The spatial distribution of basic research efficiency of different levels of industrial enterprises changed significantly,showing a spatial pattern of "high in the south and low in the north" and "high in the east and low in the west".(3)Among the seven factors including intensity of enterprise basic research funding,full-time equivalent of enterprise basic researchers,number of enterprises,size of enterprises,per capita GDP,per capita higher education funding,and government R&D investment,the most influential factor on the efficiency of basic research of industrial enterprises is per capita higher education funding.In addition to per capita GDP and government R&D investment,other factors have a positive effect on the efficiency of basic research in industrial enterprises.Based on the research conclusions,this thesis puts some suggestions.Enterprises should attach importance to basic research and optimize the allocation of input resources.Clear market demand,establish two-way communication mechanism.Government departments should strengthen overall planning and rationally allocate inter-subject resources of basic research activities.To build cooperation platforms and promote inter-regional cooperation to expand spillover effects;We will implement policies to encourage large and medium-sized enterprises to carry out basic research. |
