Since the reform and opening up,China has made remarkable achievements in economic construction with its unique political system arrangement on the basis of not having good resource endowment.But at the same time,it also leads to the overexploitation of resources,environmental damage and other problems.In recent years,the Chinese economy has entered a stage of high-quality development and entered an all-round new normal.It is of great significance to study the heterogeneous environmental regulations in the past period of rapid economic development to guide the current green economic development.In this paper,14-year data of 279 cities across the country are taken as samples to explore the relationship between economic growth and environmental protection in the process of development of various provinces and cities across the country.From the perspective of urban environmental protection policies,in the context of the heterogeneity of development in different cities and regions,this paper considers the impact of environmental policies on the efficiency of green economy under the background that local government officials were promoted and evaluated based on economic output in the past.This paper mainly starts with relevant theoretical research,and combines the relevant theoretical basis of government competition,heterogeneous environmental regulation and green total factor productivity to analyze the action mechanism of government competition and heterogeneous environmental regulation on green total factor productivity.The GML index of SMB model with super efficiency is used to measure the green total factor productivity of each sample city,and the results are analyzed.This paper conducts a spatial autocorrelation test for the impact of government competition and heterogeneous environmental regulations on green economy.By using the Lagrange multiplier test space model,this paper studies the impact of government competition and heterogeneous environmental regulations on GTFP from two aspects: independent effect and moderating effect.This paper uses panel threshold model to study the impact of formal environmental regulation intensity on green total factor productivity under different levels of government competition,that is,economic development.279 cities in China were divided into seven regions according to geographical and cultural factors,and the heterogeneity of these cities was analyzed.By replacing the government competition index and the spatial weight matrix,the robustness of the research results is tested.Finally,some policy suggestions are proposed based on the research conclusions.According to the research findings,during the research investigation period of this paper,firstly,the green total factor productivity of prefecture-level cities in China is generally improved,but it fluctuates up and down within a certain range.In general,the green total factor productivity base of small cities in southwest China is high and continues to rise,while the green total factor productivity of cities in Northeast China decreases and continues to decline.Second,local government competition has a significant inhibitory effect on green total factor productivity,and this result holds true in northeast,central and southwest China.Third,on the one hand,local government competition may lead to the selective assignment and implementation of local environmental regulation policies,on the other hand,it will crowd out scientific innovation research of local enterprises,and reduce green total factor productivity on the whole.Fourth,in the context of local government economic competition,environmental regulation intensity has a significant threshold effect on green total factor productivity,showing a "U-shaped" and inverted "U-shaped" characteristics of first decreasing,then increasing and then decreasing.Based on this,the paper puts forward the following policies and suggestions: First,promote the official evaluation index to rationalize,green,and diversified,and examine the performance of local officials in an all-round way by region,so as to match the requirements of high-quality economic development;Second,enhance the public’s attention to the environment,public opinion forced the transformation and upgrading of the industrial structure of enterprises;Third,innovate environmental regulation tools,pay attention to the differences between regions,and implement specific and appropriate environmental regulation policies for specific cities.
