| Government-subsidized rental housing(hereinafter referred to as:GSRH)is an important initiative to solve the phased housing difficulties of new citizens and young people in big cities.It is an emerging product that is in the middle of public rental housing and market rental housing,and its promotion requires that under the guidance of government policies,the market should be given full play to meet the housing needs of new citizens.At present,the promotion of the GSRH policy is in the exploratory stage,and the supply side is mainly policy housing franchise enterprises,which shows the overall lack of market participation and vitality,and the precise positioning of the demand group and the rental enthusiasm of the demand side also need to be improved,and the synergy of various stakeholders is low.The steady advancement of GSRH policy policy requires the close collaboration of all stakeholders,but there are few studies on policy housing from the perspective of multi-stakeholder system.Therefore,it is important to study the synergistic development of a multi-stakeholder system in order to ensure the effective supply and sustainable development of GSRH.Firstly,this study establishes a multi-subject system of "government-supplier-demanders",specifies the group composition of each subject,and identifies the factors influencing the choice of behavioural strategies of each subject based on research interviews and Ground theory.Through qualitative analysis,it can be seen that the factors influencing the participation behaviour of each subject in t he GSRH system include internal and external drivers and external environmenta l factors,and the synergy of the above factors affects the synergistic developme nt of the GSRH system.Secondly,based on the results of the qualitative analysis of the synergistic influencing factors,an evolutionary game model is established for the synergistic relationship of the multi-entity system of tenancy preservation.The model is solved to obtain eight replicated dynamic equilibrium points,which constitute the boundary of the evolutionary game.Finally,through the Netlogo platform,a simulation model is constructed to simulate the interaction process within each subject,between subjects and between subjects and the environment from a micro perspective,to verify the theoretical analysis results of the evolutionary game model,and to explore the impact of changes in relevant parameters on system synergy through large-scale policy simulation experiments.Through the policy simulation experiments,(ⅰ)the central and linking role of government subjects in the system is clarified;(ⅱ)government subsidies and regulation are not key influencing factors for supplier participation in the synergy reaching stage,and the enhancement of government supervision in the efficient synergy stage can ensure the stability of system synergy;(ⅲ)in the synergy game stage,the participation rate of supply and demand subjects is positively related to the efficiency of system synergy,and in the synergy reaching stage,the government needs to control the proportion of suppliers to avoid oversupply and guide demand-side leasing to promote the efficient development of the system. |
