Research On The Supervision Of Public Rental Housing Exit Problem Based On Evolutionary Game Theory

China has started to build public rental housing on a large scale since 2010.After nearly a decade of development,public rental housing is gradually becoming an important part of Chinese housing security system,effectively solves the housing problems of urban low-income and the "sandwich layer" group,providing important support for economic operation and urban construction.However,Chinese public rental housing started relatively late,and there are still some confusions in its operation and management.Due to the imperfect exit management system,the phenomenon of illegal occupation of public rental housing is very common.According to the "Results of the audit on the investment and use of funds for the government-subsidized affordable housing project in 2018 ",there were still about 14,500 households,due to the changes in income,housing and other conditions,they no longer in line with the public rental housing lease conditions and failed to exit in time.However,only 55,000 households were disqualified.The phenomenon of delayed exit has seriously affected the development of public rental housing in China,not only results in a waste of public resources,but also exacerbates social inequality.Firstly,this paper introduces some related management policies and regulations and management organization settings about Chinese public rental housing,identifies the stakeholders involved in the exit process of public rental housing,analyzes the current status of Chinese public rental housing exit management.Then combined with the domestic research results,this paper summarizes the reasons for the difficulty in exiting public rental housing;Secondly,the game model between the public rental housing authority and the tenants is constructed through the evolutionary game method,and the problem of decision coordination in different states is analyzed,the interaction between related parties is explored,and the differential evolution path and stability strategy of the game are obtained by model derivation,which theoretically proves the equilibrium result of evolutionary game;Thirdly,based on the original game model,this paper introduces dynamic reward and punishment measures,and studies the stable strategies and evolution paths of the two players under the dynamic changes of reward and punishment circumstance.Then based on the established system dynamic model(SD),the simulation is performed using Vensim PLE software;Finally,according to the results of the simulation,this paper puts forward some policy recommendations in order to achieve the effective exit of public rental housing.
