The Human activities cannot be separated from land,which not only provides people with abundant material production materials,but also is the carrier of all terrestrial ecosystems.At present,the contradiction between human and land is more prominent in Baotou,so it is important to make reasonable planning of land space and realize high-quality land development.High-quality development requires a balance of economic,social and ecological benefits,and the optimal allocation of land resources is an important way.In the context of the inventory of natural resource assets owned by all people in Inner Mongolia Autonomous Region and the new round of territorial spatial planning,this paper starts from the value of land resources assets and accounts for the physical and value quantities of land resources in Baotou City from 2010 to 2020.And based on the value accounting results,with the objective of maximizing economic,social,and ecological values,the MOP model and PLUS model are used to optimize the quantitative structure and spatial layout of land in Baotou City in 2030,respectively,in order to achieve a reasonable allocation of land resources,and the optimization results provide some countermeasure suggestions for future territorial spatial planning.The main conclusions are as follows:(1)According to the stock statistics,the spatial distribution of land resources in Baotou is uneven,dominated by grassland resources,with grassland accounting for more than half of the total land area.According to the flow statistics,the overall change of the six land types from 2010 to 2020 is small,mainly the flow of arable land and grassland to forest land and construction land.The overall transferred-in area is smaller than the transferred-out area,indicating that the land has been more fully utilized during the ten-year period.However,there are problems of disorderly expansion of construction land,ecological and environmental damage,and protection of arable land.(2)The total value of land resource assets in 2020 is 241.981 billion yuan,which is an increase of 100.405 billion yuan compared with that in2010.Among them,economic,social and ecological values have increased,with the three increasing by 67.656 billion yuan,31.995 billion yuan and 804 million yuan respectively.In terms of value composition,economic value accounts for the largest share,followed by social value,and ecological value accounts for a decrease during the decade.The spatial distribution of land resource values in Baotou is uneven,forming a general pattern of the highest value in the south,followed by the central part and the lowest in the north.The overall coupling coordination degree between economy-society-ecology is still at a low level of coordinated development,and the overall coupling coordination degree shows a low and continuous growth during the period of2010-2020.(3)Based on the results of land resource asset value accounting,the MOP model is used to optimize the quantitative structure of land use in Baotou City in 2030.After optimization,the area of grassland and unused land decreases,and all other land types increase.The economic,social and ecological values are all increased compared with 2020,among which the economic value is significantly higher than that in 2020.The optimization results have practical significance and achieve the goal of maximizing economic,social and ecological values without reducing the total ecological land area,and the results are scientific and effective.(4)Using the results of the MOP model optimization as a quantitative control,the PLUS model was used to optimize the spatial layout of land use in Baotou City in 2030.the accuracy verification results of the PLUS model showed that the coefficient of was 0.897 and the overall accuracy was 0.944. > 0.75,Fom value is 0.1719,Fom > 0.15.The simulation accuracy is high and suitable for the future spatial optimization simulation of Baotou City.The optimized spatial distribution map shows that the increased construction land is mainly transformed by arable land,and the increased areas are mainly distributed in the areas near the towns in a concentrated and continuous distribution,which inhibits the disorderly expansion of construction land.At the same time,the protection of arable land was emphasized,and the area of arable land increased,mainly around existing arable land and in areas with better natural conditions such as rivers and highways.The area of woodland and grassland has changed less,and the areas of change are mainly in sparsely populated remote areas.The area of low-value area decreases and the area of middle and high-value area increases,which improves the efficiency of land use.The optimization results are in line with the requirements of future territorial spatial planning and sustainable development of Baotou City and have certain reference significance.
