The deployment of the national "One Belt And One Road" cooperative development strategy in Northeast China provides a good development opportunity for the new round of revitalization of the old industrial base in Northeast China.Cross-regional industrial planning and layout as well as regional urban agglomeration,integration of development has become the mainstream orientation.As a carrier to undertake industrial planning and urban development,the allocation efficiency of land resources is one of the primary factors affecting industrial and urban development.Only by improving the quality and efficiency of all factors,including land elements,can it provide a driving force for industrial and urban development and provide a good support for sustainable utilization of resources.Most of the preliminary studies focused on the optimization of land and resources utilization pattern within the county,But there are few researches on the cross-county macroscopic land resource allocation which is linked by regional industry and urban development planning.It has become the main bottleneck restricting the cooperation and cluster of regional cities and industries,especially not conducive to the current pattern of revitalization and development in Northeast China that seeks development and cooperation.In this study,Changchun Economic Circle,the core area of "One Major and Six Double" Industry Spatial Planning in Jilin Province,was taken as the study area.First of all,the spatial pattern of land resource types in the region was analyzed according to the demands of various industrial planning types.At the same time,Social Network Analysis(SNA)was introduced to conduct quantitative Analysis on the Network structure of land resources in the county region.Then through centrality analysis and agglomerated subgroup analysis,the advantages and disadvantages of the current situation of land resources utilization pattern are identified.Finally combining cross-regional industrial demand planning and land resources in the network structure,determine the county land resources optimization,based on different types of county land resources optimal allocation of space Suggestions,in order to improve land factors for cross-regional industrial planning carrying capacity and efficiency of supply,land resources and the regional industry development.The main research conclusions are as follows:(1)According to the industrial planning and layout,the spatial pattern of agricultural land,industrial land,storage land,commercial land,ecological land and transportation land in Changchun economic circle is analyzed.Agricultural land is concentrated in the central and western regions of Jilin Province,with Dehui,Nong'an and Gongzhuling as the main distribution areas.Industrial land is mainly distributed in Changchun,Jilin and Siping and other developed areas of industrial manufacturing.The land for storage and transportation is concentrated in the northwest area of Changchun Economic Circle,but few in the southeast area.Commercial land is mainly concentrated in Changchun,and ecological land resources are mainly concentrated in Jilin.(2)The result of SNA analysis shows that land resources in Changchun economic circle have a complex and widely connected overall network.The density of agricultural land network and transportation land network is relatively high,and the overall network structure presents the characteristics of "dense in the middle and sparse around",and the point degree center degree value is the largest in Gongzhuling and Dehui,etc.The cities with the strongest centrality in the network of industrial land,storage land and commercial service land are Changchun urban area,Jilin urban area,Gongzhuling and Jiutai,and their degree centrality values are all greater than 20.It can be seen from the cohesive subgroup that they have strong spatial correlation with the surrounding counties and are the core of the resource network.The overall network structure of ecological land is complex,and the results of centrality analysis show that Huadian and Jiahe are the obvious counties of resource center control.(3)Based on the characteristics of land resources network structure and the demands of different land resources for industrial planning and layout in Changchun economic circle,this paper puts forward some suggestions on optimizing the spatial allocation of land resources in Changchun economic circle.First,improve the multi-functional characteristics of agricultural land in western region of study area,innovate the integrated development model of agriculture and ecology,and strengthen the linkage allocation of agricultural land and ecological land between counties in central and western region of study area.Second,the industrial land resources network connectivity is good in the Changchang-Gongzhuling integrated region,but the industrial land resources in the Changchang-Gongzhuling integrated region still need to be further coordinated allocation,and at the same time,the capacity of peripheral urban land resources to undertake industrial transfer in the integrated development region should be strengthened;Third,pay attention to the priority allocation of land resources for warehousing and commercial service in "marginal" nodal cities in modern logistics industry and modern trade planning.Fourth,give priority to increasing the quantity of transportation land resources in weak counties such as Jiaohe and Meihekou where modern transportation system is planned and implemented,and pay attention to the organic matching and coordinated development of transportation land resources type space supply.
