Abstract/Summary:
At present, with the arrival of a new stage of development, the imbalance and disharmony between China’s regional economic development and ecological value has become increasingly prominent.Gross ecosystem production(GEP)accounting refers to the accounting of various important indicators that will have a great impact on the effectiveness of the construction of ecological civilization, and the systematic analysis of the effectiveness of the construction of ecological civilization in a specific region.Based on the application of the existing ecological product value accounting theory, combined with various scientific accounting methods, this paper selects an appropriate number of indicators from the three levels of ecological products, ecological regulation and ecological culture, and then constructs a relatively complete GEP accounting system for the central Yunnan urban agglomeration. All accounting indicators include a total of 11 small indicators, specifically: 4 product service values(agricultural products, forest products, animal husbandry products, water products),6regulation service values(water conservation value, soil conservation value, air purification value, water purification value, carbon sequestration and oxygen release value, climate regulation value)and 1 cultural service value(leisure tourism).Through the application of the optimized process accounting method, the specific ecosystem GDP of the central Yunnan urban agglomeration in 1990,1995,2000,2005,2010,2015 and 2020 can be obtained. At the same time, the specific changes of this indicator during this period of time will be deeply and systematically explored, and then the development of the ecosystem of the central Yunnan urban agglomeration will be grasped within 30 years.Based on the conclusions obtained, the balance relationship between the economic development and the management and development of ecological resources in the region will be further explored,in order to evaluate the government’s ecological environment protection in the central Yunnan urban agglomeration Achievements and achievements in natural resource management and ecological restoration provide reasonable evaluation criteria. At the same time,in the process of investigating the intensity of the ecological environment, finding out the ecological background, and clarifying the key areas of the ecological environment benefits, the region showed its unique natural resources advantages, and issued various ecological protection policies that are in line with the local actual development and have high practical value. The core contents of this study include:(1)Take the period of 1990-2020 as the key period of the study, and calculate the total ecosystem product of the central Yunnan urban agglomeration over a period of five years, systematically compare the spatiotemporal change characteristics of the GEP and various relevant indicators, and explore the specific relationship between the total ecosystem product(GEP)and the gross regional product(GDP)when they change.According to the results, from 1990 to 2020,the GEP of central Yunnan urban agglomeration gradually increased from 805.802 billion yuan to 1965.113 billion yuan,an increase of 143.39%.Among the three value indicators, the value of cultural service industry has the fastest growth, and its proportion in GEP has increased from35.56% to 82.17%.The value of regulation services increased slightly, and the share of GEP decreased from 56.71% to 8.59% in 30 years. The share of product and service value was relatively stable. In space,GEP Mountain is generally concentrated in the central urban areas of cities and states, and develops rapidly in this area. The real growth rate of GDP in the past 30 years has been lower than GEP,and the GEP-GDP ratio is close to 0.72 to 1.At present,GEP and GDP maintain a high balance.According to the results obtained, the urban agglomeration in central Yunnan has great potential for ecological development. In the past 30 years of economic development, the ecological environment has not been significantly affected, and its own ecosystem can show high stability. In the future,in the process of economic development,it is bound to surpass the kinetic energy.(2)Based on the GEP indicator system, among the 11 small indicators set,the value of leisure tourism services accounts for the largest proportion and grows the fastest, and can be concentrated in the central urban areas of cities and prefectures in space. The second is the value of climate regulation and water conservation. The main sources of these values are forest, shrub and wetland ecosystems. For the central region,it has a higher value of cultural tourism services than adjusting the service value. The actual value distribution of different indicators is very different. These regions need to learn from each other’s strengths, grasp the characteristics of resources and take reasonable measures to ensure the harmonious development of economy and ecology based on their own ecosystem characteristics and advantages.(3)Based on the provincial and local scales, the paper systematically explores various ecological restoration measures, and studies the specific changes and causes of the ecosystem GDP in the central Yunnan urban agglomeration in combination with specific policies.According to the results of the study, the application of various alpine measures and ecological projects, including the implementation of various ecological policies, has greatly promoted the development and improvement of the ecosystem service functions of the urban agglomeration in central Yunnan. In the process of economic development, ecological restoration measures play a vital role.
