With global climate change,cities tend to show their strong vulnerability under the influence of various extreme natural disaster factors and the influence of human social and economic activities.How to improve the city’s ability to prevent and reduce disasters in response to natural disasters,improve the city’s ability to bear and adapt to natural disasters,so as to improve the overall level of public safety development of the city,has become a governance problem that the government urgently needs to face and solve.In the risk society,the evolution of disaster risk is often accompanied by the emergence of complex social risks,which becomes an important influencing factor in the development and evolution of public crisis events such as disaster accidents,bringing more uncertainty to the control of disaster risks.To this end,changing the traditional single risk and passive disaster prevention governance model,establishing a systematic governance thinking of the whole life cycle of disaster risk,and comprehensive disaster risk governance have become the main governance models and methods for government disaster risk management departments to solve problems,and are the only way to create a safe and sustainable urban resilience development pattern.Focusing on geological disasters,which are representative and typical types of disaster risk in Chongqing,this paper starts from the theories of vulnerability,4R crisis management and public governance theory,combines the characteristic elements of urban resilience,defines the theoretical connections and interrelationships between related concepts,and expounds the significance of improving the resilience of disaster risk management.According to the current situation of natural disaster prevention and control in Chongqing and the risk characteristics of geological disasters,combined with the requirements of relevant laws and regulations and policies,as well as the characteristics of urban resilience assessment elements at home and abroad.Through the expert questionnaire,the Delphi method and the analytic hierarchy method were used to construct the "Resilience Assessment System for Comprehensive Disaster Risk Governance of Geological Disasters in Mountain Cities".And the development of quantitative index evaluation and scoring standards,to divide the urban geological disaster risk management resilience level of the standard.It provides a scientific basis for the assessment of the resilience of comprehensive disaster risk governance of geological disasters in mountain cities,and builds a theoretical model for research.Chongqing Y County was selected as the empirical research object to investigate the current situation of geological disaster prevention and control in Y County and the urban disaster acceptance.The comprehensive fuzzy assessment method was used to conduct quantitative assessment to determine the degree of resilience of comprehensive disaster risk governance of geological disasters in County Y.Finally,according to the assessment and analysis of existing problems,from the perspective of urban resilience governance,optimization strategies and countermeasures are proposed from the perspective of organizational resilience,technical resilience,economic resilience and social resilience.It lays a theoretical and practical foundation for improving the overall resilience level of comprehensive disaster risk governance of geological disasters in County Y,and also provides ideas and references for improving the resilience of comprehensive disaster risk governance of geological disasters in other mountain cities,and the research methods and research conclusions have certain value for popularization and application.
