| The concept of performance management was first proposed and continuously developed by Western countries,and since the 21 st century,China has begun to increase research efforts in performance management of administrative institutions.In 2018,the Central Committee of the Communist Party of China and the State Council issued the Opinions on the Comprehensive Implementation of Budget Performance Management,pointing out that the comprehensive introduction of budget performance management is a major change in government governance.It is necessary to firmly establish the correct view of performance,innovate the way of budget management,highlight performance orientation,implement the main responsibility,implement budget performance management through all-round,all-process and all-coverage implementation,realize the integration of budget and performance management,and make efforts to improve the efficiency of financial resource allocation and use effectiveness.The use of financial funds in administrative institutions is related to the operational efficiency of administrative work,the quality of social public services,and the well-being of people’s lives,therefore,it is crucial to strengthen the budget performance management of administrative institutions.This thesis takes the case of geological survey system in J province as an example for comprehensive analysis,combines the author’s practical work experience,takes the optimization of geological survey system budget performance management as the core,based on the completion of relevant literature research,through questionnaires,in-depth interviews,etc.,and uses the principal-agent theory,public choice theory,and new public management theory to systematically analyze the current situation of budget performance management of geological survey system in J province.The problems in the budget performance management of geological survey system in J province are common and representative in the national geological survey system,and this thesis proposes three policy recommendations to optimize the budget performance management of geological survey system from point to point.This thesis proposes three policy recommendations to optimize the budget performance management of the geological survey system,with the hope of providing benefits to the budget performance management of the whole geological survey system in China: firstly,to strengthen the awareness of budget performance management of all staff and cultivate the performance management culture;secondly,establish a dedicated department for budget performance management and strengthen the cultivation of professional talents;thirdly,to enhance the level of budget management and improve the efficiency of performance completion;fourthly,to optimize the budget performance management mechanism and workflow.Through the implementation of the budget performance management system,it will strengthen the financial management ability of geological exploration industry units,improve the efficiency of financial funds utilization,optimize the public welfare geological services,actively contribute to the high-quality and sustainable development of geological exploration system,and strive to play a greater role in the new round of mineral search and guarantee the security of national energy resources. |
